Abba Bichi: Generosity and the money question

Abubakar Kabir Bichi, member representing Bichi Federal Constituency in Nigeria’s House of Representatives, is a cool, quiet and smooth operator within the Green Chamber. Lately described by some of his colleagues as “Member-General”, Bichi is also known among people who have followed his career for his generosity and willingness to spend money on friends, associates and constituents.

But it was the scale of the publicity surrounding his 45th birthday that thrust the Kano lawmaker into national limelight. On October 2, 2026, many newspapers  including ours, carried multiple adverts from his political associates from within and outside the House of Representatives  celebrating him. The extraordinary volume of congratulatory messages not only demonstrated the breadth of his political network but also triggered questions about who paid for the publicity and the resources sustaining his increasingly visible generosity.

Beyond the birthday advertisements, questions have also followed the extensive development projects in Bichi town, including roads, housing, a stadium and other public facilities. How much have these interventions cost? Who financed them? And how much of Bichi’s growing influence can be explained by his political position, family background and personal resources?

Bichi comes from a royal family in Kano State, while his father, Alhaji Kabiru Abubakar, served as chairman of Bichi Local Government Area and later as a commissioner in the state. His family background offers an important part of his story, but it does not, on its own, establish the sources of the money behind his current activities.

The questions have become more consequential since Bichi assumed the chairmanship of the House of Representatives Committee on Appropriations in 2023. The position places him at the centre of the legislative process through which the Federal Government’s annual spending proposals are scrutinised, consolidated and considered for approval.

Although the committee chairman does not exercise unilateral control over the national budget, the office carries considerable political influence. It is a position in which relationships with the executive, lawmakers, government agencies and political associates can become particularly valuable.

For Bichi, the combination of a powerful legislative office, a growing network of political allies and highly visible constituency interventions has made him an increasingly influential figure. Yet the public information available about the projects and birthday celebrations does not establish who financed every intervention or how much Bichi personally contributed.

Weekend Trust sought to provide answers to some of those questions by making efforts to speak to the man at the centre, Abubakar Bichi, but all efforts proved abortive. Appointments for interview were given to our correspondents but they were later rescinded.

The power behind the budget

The chairmanship of the Appropriations Committee is widely regarded as one of the most influential positions in the House of Representatives because of its central role in the budget process.

Under Section 81 of the 1999 Constitution, the president presents estimates of the Federation’s revenue and expenditure to the National Assembly for consideration. Sectoral committees examine the allocations proposed for ministries, departments and agencies, while the Appropriations Committee coordinates and consolidates their recommendations for consideration by the House.

The committee can recommend changes to proposed allocations, although the ultimate legislative authority rests with the National Assembly. Its work therefore places the chairman in a strategic position within negotiations over competing expenditure priorities.

Garuba Dauda, director of the Centre for Democracy and Development (CDD), said the influence attached to the office reflected the central place of public spending in politics.

“Politics is about the appropriation and distribution of tax resources. The only way through which you do this is through the budget,” he said.

According to Dauda, governments constantly face competing demands and limited resources. Those involved in determining spending priorities consequently occupy positions of considerable political importance.

“The person that is appointed is also very careful and interested in who is appointing me, what is it that he needs, what his interests are that need to be safe,” he said, describing the political calculations that can surround appointments to strategic legislative committees.

The office’s history also illustrates how politically sensitive it can become.

In 2016, Abdulmumin Jibrin, then chairman of the House Committee on Appropriations, accused the leadership of the Eighth Assembly of inserting projects worth more than N30 billion into the 2016 budget. His allegations implicated then Speaker Yakubu Dogara and other principal officers. Jibrin was subsequently suspended for 180 legislative days.

The allegations triggered a national controversy over budget padding, legislative accountability and the process through which public expenditure proposals were altered.

Muktar Aliyu Betara, who chaired the committee during the Ninth Assembly, also became a prominent political figure. His challenge to Tajudeen Abbas in the contest for the speakership of the Tenth Assembly was widely discussed in the context of the influence and financial clout associated with the appropriations portfolio.

Bichi succeeded Betara in 2023, following his re-election to the House.

Former lawmaker Mark Gbillah believes the concentration of influence in committee chairmen creates opportunities for abuse if adequate safeguards are absent.

“The appropriation committee can be influenced against the interests of the country. That is the danger, depending on who is in the leadership of that committee,” he said.

Gbillah argued that committee chairmen should face periodic performance reviews and advocated that the Appropriations Committee and the Public Accounts Committee be headed by opposition lawmakers to strengthen oversight of the executive.

These are proposals for reform, rather than a finding that Bichi has abused his office. Nevertheless, they highlight the institutional importance of transparency around the budget process and the activities of those who occupy its most influential positions.

Also speaking, Associate Professor Babayo Sule of the University of Namibia – an expert in international relations and political economy, said politicians and public office holders must be mindful of the realities of the masses in all their activities.

He said the advertisements alone do not establish that anyone sought a particular favour or that public money was used to finance the celebration.

‘’Those are matters that would require evidence. What they do justify is public discussion about the culture of political loyalty, the display of wealth and the accountability expected of public office holders.

‘’The issue goes beyond Bichi himself. It reflects a broader pattern in which politicians publicly display wealth and receive extensive praise without necessarily considering how such will be perceived by citizens facing economic hardship. It is reasonable to ask how the lifestyles of public office holders relate to their legitimate earnings, salaries, allowances and other entitlements.

“The money reportedly spent on such a celebration could potentially have supported education, poverty reduction or empowerment initiatives. This raises questions about priorities, especially when constituents struggle to meet their basic needs’’, he said.

A town transformed by projects

While Bichi’s position in Abuja has strengthened his national profile, his most visible influence is in his home constituency.

Residents and associates describe an extensive range of interventions in Bichi, from roads and educational facilities to housing, sports infrastructure and scholarships. The scale of the projects has helped build his reputation locally and reinforced the perception that he is a lawmaker willing to deploy considerable resources to his community. This is more so as neighbouring towns such as Dambatta and Gwarzo are a far cry from the Bichi reality. Residents of those areas continue to battle poor roads, poor/ inadequate healthcare facilities and unreliable water supply, Weekend Trust gathered.

Abubakar Bala, a resident of Bichi, listed a 2,000-unit housing estate, an 18,000-capacity stadium, access roads, three roundabouts, an international conference centre, an e-library and a skills acquisition centre among the projects in the area.

The list illustrates the breadth of the reported interventions. However, the cost of the individual projects, their funding sources and the extent of Bichi’s personal financial contribution were not established in the accounts provided by residents.

Garba Tukur, an elder statesman in Bichi, said the development taking place in the local government had transformed the town.

“There is no single village in Bichi today without a road you can drive on comfortably,” he said.

Nasiru Ibrahim, headmaster of Hagagawa Special Primary School, which Bichi attended as a child, said the lawmaker ordered the demolition and rebuilding of the school.

“We don’t have problems; either personnel or with facilities, and we have a standard solar system to power the whole school,” he said.

Such interventions have helped cultivate a strong local following. But the distinction between a project’s existence and its financing remains important. A road or school can be inspected, while determining who paid for it requires a separate examination of contracts, public allocations, donations and other funding records.

The same distinction applies to the other projects residents attribute to Bichi. Their reported scale raises legitimate questions about their costs and financing, but the available accounts do not provide a consolidated financial breakdown.

The birthday spectacle

The publication of 116 pages of birthday advertisements in one edition of a newspaper became a focal point for public debate about Bichi’s influence.

The advertisements carried messages from political leaders, public office holders, associates and other well-wishers. Their sheer volume prompted questions about the commercial value of the publicity and who had paid for individual pages.

Yushau A. Shuaib, a writer and public affairs commentator, raised the issue in an article titled “Haba, Abba Bichi: These birthday adverts don pass the limit!”

Shuaib did not claim to know who financed the advertisements. Instead, he argued that their scale raised questions about judgment, proportion and public perception.

“I do not know who paid for each advertisement. It would therefore be unfair to suggest that Abba Bichi personally financed them,” he wrote, noting that friends, political associates, businesses and other admirers might have sponsored individual messages.

His concern was that the spectacle risked overshadowing Bichi’s record of constituency projects, particularly at a time when many Nigerians were struggling with rising living costs.

“When celebration becomes extravagant, it can overshadow the very achievements it seeks to promote,” Shuaib wrote.

He also argued that the lawmaker’s position made the publicity especially sensitive because he chaired the committee responsible for coordinating the House’s consideration of the federal budget.

The advertisements do not establish that public funds were used, nor do they prove that Bichi personally financed the publication. But the questions they generated point to a wider issue: the relationship between political influence, private sponsorship and public confidence.

Ibrahim Yusuf, chairman of the Gombe Network of Civil Society Organisations and general secretary of the Northern Conference of Civil Society, offered a similar distinction between development and accountability.

“If he has developed his community using the constituency project, it is something to appreciate him,” he said.

However, Yusuf warned that reported achievements should not be treated as a substitute for scrutiny. He called for investigation if evidence emerged that public resources had been improperly used.

His position reflects the need to establish facts before drawing conclusions. Constituency projects may be financed through legitimate public allocations, private resources or other lawful arrangements. Establishing which applies requires documentary evidence rather than assumptions based on the scale of the projects or the politician’s proximity to power.

From Bichi to the Green Chamber

Born in 1981 in Hagagawa quarters, the historic seat of the Bichi royal family, Bichi attended Hagagawa Special Primary School before proceeding to Government Junior Secondary School, Bichi, and Science Secondary School, Dawakin Tofa.

He later attended Bayero University Kano and obtained a scholarship to study in the United States, where he earned a BSc in Interdisciplinary Studies from the New York Institute of Technology. He subsequently obtained an MSc in Energy Management.

His father, Alhaji Kabiru Abubakar, had served as Bichi local government chairman and a Kano State commissioner, placing the family within the town’s established political and traditional elite.

Bichi entered the House of Representatives in 2019 on the platform of the All Progressives Congress. During the Ninth Assembly, he chaired the House Committee on Works. Following his re-election in 2023, he was appointed chairman of the Appropriations Committee by Speaker Tajudeen Abbas.

His colleagues’ description of him as “Member-General” captures the stature he has acquired within the House. But his rise has also brought him into a political environment where committee appointments, alliances and future ambitions are closely connected.

Generosity and a growing network

Bichi’s reputation for generosity extends beyond infrastructure. Accounts from childhood friends and associates describe a lawmaker who provides financial assistance, supports former classmates and maintains relationships with people from his early years.

Hafizu Ibrahim Garba, a childhood friend and former classmate at Hagagawa Special Primary School, recalled that Bichi was helpful to his peers even as a young boy.

“He never forgets his classmates,” Garba said, recalling how the lawmaker personally took him to Abuja for medical care when he fell ill.

Garba also described a recent support scheme under which, according to him, Bichi gave N1 million each to 30 former classmates. He said committee members received N10 million to share.

These figures are claims made by Garba. The accounts provided do not independently establish the source of the money or whether all the reported payments were made from Bichi’s personal funds.

Garba further said that 20 former classmates now serve as Special Legislative Assistants. If accurate, the account illustrates how Bichi’s relationships have extended into the political and legislative environment, although the circumstances of each appointment were not detailed.

Such networks are not unusual in Nigerian politics, where constituency service, personal loyalty and the distribution of assistance can help politicians maintain influence. The important question is whether the resources involved come from personal wealth, publicly funded programmes, private donations or some combination of these.

The distinction matters particularly for a lawmaker whose legislative position places him close to decisions involving public expenditure.

The accounts of his supporters portray Bichi as a benefactor whose interventions have brought tangible benefits to his community. They do not, however, provide sufficient financial evidence to determine the full cost of his generosity or its sources.

Among the bills associated with him are the University of Medicine and Health Sciences, Bichi Bill, 2021, and the Office of the Surveyor-General of the Federation (Establishment) Bill, 2021.

President Bola Ahmed Tinubu has praised Bichi, describing him as a man of “uncommon capacity, grit and leadership.”

His growing profile has also been accompanied by rivalry with Deputy President of the Senate Barau I. Jibrin, another influential Kano politician. Both men are associated with ambitions to occupy even higher legislative offices, creating a contest for influence within Kano politics.

The rivalry has drawn in supporters and prompted efforts at reconciliation by Kano State Governor Abba Kabir Yusuf, who convened a meeting, urging the two politicians to work together and caution their supporters against inflammatory conduct.

The dispute demonstrates that Bichi’s influence is no longer confined to his constituency. He is increasingly a figure in wider calculations over political power in Kano and the National Assembly.

The questions that remain

Bichi’s record presents two realities that should not be confused. There are reported development projects and accounts of personal assistance that have earned him support among constituents and associates. There is also a powerful legislative position that makes transparency around his political and financial activities a matter of public interest.

Neither his generosity nor the scale of his constituency projects establishes wrongdoing. Equally, praise from supporters and the existence of visible projects do not remove the need for scrutiny.

The available accounts leave several important questions unanswered. What is the total cost of the major projects attributed to him? Which were funded through constituency allocations, which through private contributions, and which through other sources? Who paid for the birthday advertisements, and what was their total commercial value?

These questions require records, financial documentation and responses from the relevant parties. The lawmaker’s personal income alone cannot be used to establish the source of money spent by friends, sponsors, public agencies or other contributors. Nor can the value of projects attributed to him be treated automatically as his personal expenditure.

For a chairman whose committee occupies a central place in the federal budget process, clarity is especially important. Public confidence depends not on speculation about wealth, but on verifiable information about how projects are financed and how public resources are allocated and monitored.

Bichi’s birthday celebration may have brought him unprecedented publicity. The more consequential test, however, is whether the questions it generated can be answered with evidence. His projects may speak to his popularity, his generosity may explain the loyalty of his associates, and his legislative position may account for much of his political influence. The sources of the money behind his activities remain a separate question, one that neither celebration nor suspicion can settle without facts.
