KUALA LUMPUR: Selangor Advance has generated more than RM2 billion in cumulative financing from an initial RM200 million revolving fund, supporting 1,486 companies as of August 2026, according to Menteri Besar Selangor (Incorporation) (MBI Selangor).
The programme’s latest expansion, known as Selangor Advance 500 (SA500), aims to extend financing support to around 500 companies and contractors involved in projects under the Selangor government, district and land offices, local authorities, state statutory bodies and state subsidiaries.
SA500 was officially launched by Selangor Menteri Besar Datuk Seri Amirudin Shari at the Selangor International Business Summit 2026 (SIBS 2026), alongside the NINE Super App today.
“These two initiatives reflect the state government’s continued effort to make things easier for businesses and the people, especially while global conditions remain uncertain,” Amirudin said.
“For business, SA500 means a contractor building for Selangor should not have to stop work while waiting to be paid. For the people, NINE means one app and one place to deal with the state, from council matters to state assistance.”
SA500 expands Selangor Advance, the state’s syariah-compliant supply chain financing programme powered by CapBay, which helps contractors and suppliers bridge the gap between completing work, issuing invoices and receiving payment.
First introduced during the Covid-19 pandemic, Selangor Advance uses a revolving structure that allows the same capital to be deployed repeatedly as financing is repaid.
MBI said SA500 was funded through the programme’s existing revolving fund, with an allocation of RM200 million.
MBI Selangor group CEO Datuk Saipolyazan M Yusop said the programme demonstrated how the organisation could turn state resources into lasting value.
“MBI Selangor exists to turn the state’s resources into value that lasts. Selangor Advance puts the same fund to work again and again, and SA500 now takes that proven model to more contractors across the state,” he added.
Selangor Advance director Ang Xing Xian said the initiative addressed one of the main pressures facing smaller businesses in supply chains, which often have to wait for payment after completing work.
“For many contractors and suppliers, the hardest part is not winning the work but waiting to be paid for it. Selangor Advance closes that gap by turning eligible contracts and invoices into working capital through a digital, syariah-compliant process,” he said.
With SA500, he added, they are extending that support to more companies working on state, district and local authority projects, and they look forward to helping them keep both their projects and their supply chains moving.
Meanwhile, NINE was recognised as Selangor’s sole super app with effect from Sept 1.
Developed by MBI Selangor through its subsidiary Selangor E-Wallet Sdn Bhd, the platform serves as a single digital window for services provided by the state government, local authorities and state agencies, alongside welfare and assistance programmes, digital payments, mobility and services from commercial partners.
The app is the official channel for Selangor’s RM30 monthly public transport subsidy, which was extended to KTM Komuter services on Oct 1.
Users of the CEPAT platform are being migrated to NINE in stages from Sept 15, ahead of CEPAT’s planned discontinuation on Dec 31.
NINE will be developed through three phases up to 2028. The BUILD phase, covering 2025 and 2026, focuses on establishing the platform, including early integration of government and local-authority services and an artificial intelligence chatbot.
The SCALE phase in 2027 will expand services, assistance programmes and commercial partnerships across healthcare, banking, retail, sports and entertainment, with a target of two million registered users.
The INTELLIGENT phase in 2028 will introduce Next NINE, comprising nine citizen-centric initiatives intended to shift the focus from digitalising systems to improving the citizen experience, supported by an AI assistant and business analytics.
