The National Transport and Safety Authority (NTSA) has raised concern over thousands of motor vehicle ownership transfers that remain incomplete on the NTSA Service Portal, with buyers identified as the main obstacle to finalising the applications.

In a public notice, NTSA said sellers had in most cases already initiated their side of the process, but the transfers were stalling because buyers had not logged into the portal to register their consent.
Under the current framework, a transfer cannot be concluded without the buyer's explicit approval, meaning the seller continues to bear legal ownership of the vehicle until the buyer acts.

"All buyers with pending applications are therefore requested to log into their accounts and complete the process without delay," it stated on X on Tuesday, October 13.
How buyers can complete the transfer
NTSA outlined a straightforward four-step process for buyers wishing to clear pending applications.
Buyers are required to log into their accounts on the NTSA Service Portal, accessible through the eCitizen platform, navigate to the home page and select the pending notification, then choose to accept or decline the consent request.
After providing the necessary details, the buyer submits the application to NTSA for approval.
Once the submission goes through, NTSA said it will process the application within one day and issue an electronic logbook, known as an eLogbook, to confirm the change of ownership.
Which warnings did NTSA issue?
The authority also reminded the public of several important considerations surrounding the transfer process. Buyers retain the right to decline consent, in which case a notification is automatically sent back to the seller.
NTSA further cautioned members of the public against sharing personal information with any third parties, warning that vehicle details, National ID numbers, phone numbers, and account login credentials should never be disclosed to outside individuals.
On the matter of official communication, NTSA clarified that genuine service alerts are only sent from the short code NISA, urging the public to disregard any messages appearing to come from other sources.
How Kenyans can get DLs faster
In other news, we also highlighted facts about NTSA’s new service, which allows motorists to collect their driving licences in under two minutes at its offices.
The announcement comes as some applicants report waiting months for smart driving licences and number plates.
This comes amid a backlog of pending requests.
