Italian oil and gas company Eni today launched a tender for the construction of a 75-megawatt (MW) gas-fired power plant in Temane, southern Mozambique, an investment of US$130 million (€110 million) announced in 2025 by the Mozambican President.
According to a tender notice issued by Eni Rovuma Basin B.V. Mozambique, interested companies have until 31 October to submit applications for the engineering, procurement and construction (EPC) services for the future infrastructure, to be located in the district of Inhassoro, Inhambane province.
According to the tender notice consulted by Lusa, the project envisages the construction, supply of equipment, installation and commissioning of a 75 MW gas-fired power plant equipped with reciprocating internal combustion engines, including all auxiliary systems required to operate the facility.
The company is seeking groups with proven experience in industrial engineering, procurement, construction, installation and commissioning (EPIC) contracts, requiring evidence of at least one electricity generation project of similar size and complexity completed in the past seven years under conditions comparable to those in Mozambique.
The launch of the tender marks progress on a project announced in October 2025 by Mozambican President Daniel Chapo, during the signing ceremony for the Final Investment Decision (FID) for the Coral Norte floating liquefied natural gas platform.
On that occasion, Chapo said that Eni had undertaken to finance the construction of a 75 MW thermal power plant in Temane, valued at around US$130 million, which would be implemented in coordination with state-owned Electricidade de Moçambique (EDM).
“This plant will be built in Temane, in Inhambane province, where construction of the 450 MW power plant is currently under way. We will have another 75 MW through Eni. This project will strengthen national power generation capacity, contributing to energy security and stimulating our economy,” the Head of State said at the time.
The chosen location coincides with the area where the Temane Thermal Power Plant (CTT) is being built. The 450 MW facility is fuelled by natural gas from the Temane and Pande fields and is considered one of Mozambique’s main initiatives to strengthen national electricity production and increase regional energy exports.
The announcement of the 75 MW plant formed part of a broader set of commitments made by Eni as part of the expansion of its energy investments in the country, alongside the development of the Coral Norte project.
The partners in Area 4 of the Rovuma Basin, operated by the Italian oil and gas company off the coast of Cabo Delgado province, signed the final investment decision for the project in October 2025. It is valued at US$7.2 billion (€6.2 billion).
The second floating platform is expected to double Mozambique’s liquefied natural gas production capacity, raising it to around seven million tonnes a year from 2028. Eni has previously confirmed to Lusa that it is studying the possibility of proceeding with a third unit.
The Coral Norte project joins Coral Sul FLNG, also operated by Eni, which began production in 2022 and marked the first liquefied natural gas exports in Mozambique’s history.
At the FID ceremony, Daniel Chapo said that the Coral Sul and Coral Norte projects were expected to generate cumulative state revenues of more than US$39 billion (€33.6 billion) over approximately three decades of operation and contribute to the creation of up to 100,000 direct and indirect jobs.
The Head of State also said that investment in the Temane plant, together with other Eni projects, would help diversify the national energy mix, increase access to electricity and create new economic opportunities for Mozambican communities.
