From November 3, 2026, Russia will expand the list of administrative offences that can result in the deportation of foreign nationals. Tajikistan’s Ministry of Labor, Migration and Employment’s representative office in Russia has urged Tajik migrants to familiarize themselves with the new rules.
The changes are set out in Federal Law No. 294-FZ, signed by Russian President Vladimir Putin on August 4, 2026. The law takes effect 90 days after its official publication.
Under the amendments to Russia’s Code of Administrative Offences, the number of administrative offences that can lead to deportation will increase from 22 to 45.
The expanded list includes petty hooliganism, failure to comply with lawful orders from police officers or border authorities, and violations of regulations governing rallies, assemblies and other public events.
Other grounds include the public display of prohibited symbols, incitement of hatred or enmity, calls to violate Russia’s territorial integrity, and participation in the activities of organizations designated as undesirable.
The amendments also introduce changes to penalties for certain migration violations. Fines will increase in some cases, while other offences may result in both a fine and administrative deportation.
Deportation is not automatic in every case. The outcome depends on the specific offence, the circumstances and the penalty prescribed by law. Russian legislation also allows a court or authorized body, in certain circumstances, to impose a fine or community service instead of mandatory deportation if deportation is considered disproportionate given the foreign national’s circumstances in Russia.
The ministry’s representative office has advised Tajik citizens living and working in Russia to comply with migration laws and exercise caution when posting content on social media.
