The federal government is working on a smartphone installment scheme aimed at improving access to mobile devices in Pakistan, Federal Minister for IT and Telecommunication Shaza Fatima Khawaja has confirmed.
Speaking during a panel discussion at the Global AI and Digital Summit 2026 in Seoul, South Korea, the minister revealed that work on the initiative is underway as part of the government’s broader efforts to improve digital connectivity and inclusion.
A government-backed installment initiative could potentially make smartphones more accessible by allowing eligible consumers to spread the cost over multiple payments. However, the minister did not provide a launch date or explain how the proposed scheme would operate.
Who Will Be Eligible for the Smartphone Installment Scheme?
Important details have yet to be announced, including eligibility requirements, participating smartphone brands, available devices, installment durations, down payments, and any financial institutions or service providers involved.
It is also unclear whether the scheme would require a credit card, support alternative payment methods, or include government financial assistance.
Until an official framework is released, consumers should avoid relying on websites or social media advertisements claiming to offer registration for the government scheme.
The proposed program could be relevant to students, young professionals, and other consumers who need smartphones for education, work, and digital services but face affordability constraints.
During the same discussion, Shaza Fatima Khawaja said 17.6 million smartphones were locally manufactured or assembled in Pakistan during 2025.
The figure, attributed to the minister, highlights the role of local smartphone production as the country works to improve access to mobile technology.
Greater availability of locally assembled devices, combined with accessible financing, could help expand ownership if the installment initiative is implemented successfully. However, no official details have been provided about whether locally assembled phones would receive preference under the scheme.
For now, the scheme remains under development. Consumers will need to wait for official eligibility criteria, payment structures, partners, and application procedures.
