DAR ES SALAAM: JULIUS Kambarage Nyerere, Tanzania’s founding President, was among the African leaders who made the liberation of Southern Africa a shared regional responsibility, helping transform Tanzania into a strategic base for movements fighting colonialism, apartheid and white minority rule.
For Nyerere, Tanganyika’s independence in 1961 was not enough while other African people remained under foreign domination.
He believed that freedom had to extend beyond national borders, a conviction that placed Tanzania at the centre of Africa’s wider liberation struggle and shaped its relations with countries still fighting for independence.
This commitment was reflected in the Front-Line States, a grouping of independent African countries that coordinated political and diplomatic efforts to support liberation movements in Southern Africa.
Working alongside fellow leaders, including Zambia’s founding President, Kenneth Kaunda, Nyerere helped strengthen regional solidarity and sustain pressure on colonial and minority-rule governments.
The Front-Line States brought together countries that recognised that the liberation of Southern Africa required collective action.
Tanzania, Zambia and Botswana were among the key participants, with Angola and Mozambique joining the wider regional effort after gaining independence in 1975.
Zimbabwe became part of the grouping following its independence in 1980, through this cooperation, the leaders sought to strengthen the campaigns against white minority rule in Rhodesia, now Zimbabwe, apartheid in South Africa and South African control of Namibia.
Nyerere’s importance lay not simply in supporting the cause publicly, but in helping make that solidarity practical.
He chaired meetings of the Front-Line States until his retirement from the presidency in 1985, helping sustain regional political and diplomatic cooperation in support of liberation movements.
Tanzania also offered liberation movements a place to organise, build international relationships and sustain their campaigns, while its leadership used regional and international platforms to challenge colonial rule and racial discrimination.
A resident of Dar es Salaam, Dominciana Mwaipopo, said Nyerere’s contribution demonstrated the importance of perseverance and solidarity in overcoming oppression.
“Freedom is a must for every human being. We are free today because Nyerere had to endure several things to untie obstacles which hindered development,” he said.
Ms Mwaipopo added that Nyerere’s commitment to self-determination had made Tanzania an example for countries still pursuing freedom.

“In this case, he showed the way that self-determination was vital for liberation, so other countries still count Tanzania as an example to emulate in the struggle for independence,” she said.
One of the clearest demonstrations of Tanzania’s strategic importance was the establishment of the Organisation of African Unity’s African Liberation Committee in 1963, with its headquarters in Dar es Salaam.
The committee coordinated assistance to liberation movements, including financial and material support, cooperation among organisations and diplomatic efforts to secure international backing for their causes.
Its presence reinforced Tanzania’s role as a centre of African liberation politics. Nyerere’s personal involvement was also evident in Mozambique’s struggle against Portuguese colonial rule.
According to the official record of his conversation with United States Secretary of State Henry Kissinger in Dar es Salaam on April 25, 1976, Nyerere recalled meeting Eduardo Mondlane at the United Nations and encouraging him to come to Tanzania to work for Mozambique’s liberation.
Mondlane arrived in Tanzania in 1962 and helped establish the Mozambique Liberation Front, known as FRELIMO.
Tanzania subsequently became an important base for the movement as it organised its campaign against Portuguese rule, which ended with Mozambique’s independence in 1975.
The experience illustrated how Nyerere’s commitment was translated into a supportive environment for political organisation and the pursuit of freedom. Other liberation movements also benefited from Tanzania’s support.
The African National Congress (ANC), which fought apartheid in South Africa, operated in exile after being banned by the apartheid government in 1960.
Movements including Angola’s MPLA, Zimbabwe’s ZANU and ZAPU, and Namibia’s South West Africa People’s Organisation (SWAPO) formed part of the wider liberation struggle supported by independent African countries.
The regional effort was sustained by more than political leaders and liberation organisations.
Tanzanians also contributed through financial assistance, agricultural produce and other forms of support, even as the country faced its own economic challenges after independence.
Their involvement reflected Nyerere’s belief that the freedom of oppressed peoples was a collective African concern rather than the responsibility of governments alone.
The results of these struggles gradually reshaped Southern Africa. Mozambique and Angola became independent in 1975, Zimbabwe followed in 1980, Namibia gained independence in 1990 and South Africa held its first democratic elections based on universal adult suffrage in 1994.
These achievements were secured through the sacrifices and determination of the liberation movements and their people, with regional political, diplomatic and material support helping sustain the struggle.
Nyerere’s Pan-African outlook also extended beyond Southern Africa, including support for the Palestinian cause and opposition to domination and racial discrimination. At home, his philosophy of Ujamaa emphasised equality, collective responsibility and self-reliance.
Although the economic results of its implementation remain debated, its emphasis on solidarity reflected principles that also informed his support for liberation beyond Tanzania’s borders.
The cooperation built during the liberation era subsequently provided a foundation for wider regional collaboration.
In 1980, Tanzania and other Southern African countries established the Southern African Development Co-ordination Conference (SADCC), seeking to reduce economic dependence on apartheid South Africa and strengthen cooperation among neighbouring states.
The organisation was transformed into the Southern African Development Community (SADC) in 1992, expanding the regional agenda towards economic integration and development.
More than a quarter of a century after Nyerere’s death on October 14, 1999, his contribution remains significant to Tanzania’s history and the wider African liberation story.
His legacy is not only that of a leader who guided Tanganyika to independence, but also of a statesman who helped make the freedom of other African nations a regional priority.
Through the Front-Line States and Tanzania’s support for liberation movements, Nyerere demonstrated how political leadership, cooperation and practical assistance could reinforce struggles against colonialism and apartheid.
His role remains a reminder that the achievement of national independence can carry a responsibility to stand with other peoples seeking freedom and self-determination
