During the 11th UK-Singapore Financial Dialogue held in Singapore, senior financial regulators and government authorities from the United Kingdom and Singapore agreed to deepen bilateral cooperation on quantum security, supervisory expectations, and the banking sector’s transition to quantum-safe systems.
The bilateral meeting brought together leadership from the Monetary Authority of Singapore (MAS), HM Treasury (HMT), the Bank of England (BoE), and the Financial Conduct Authority (FCA). While the broader dialogue covered digital asset tokenization, agentic AI governance, and capital markets reform, regulators placed dedicated focus on addressing systemic cryptographic vulnerabilities introduced by quantum computing across core financial networks.

Harmonizing Algorithmic PQC Roadmaps and QKD Sandbox Operational Findings
The dialogue examined practical pathways for financial institutions preparing for the post-quantum era. The UK delegation presented migration guidance from the National Cyber Security Centre (NCSC), which outlines phased timelines for deploying quantum-resistant public-key algorithms and phasing out vulnerable RSA and elliptic-curve cryptography across enterprise core banking applications.
Complementing software algorithmic standards, MAS shared technical insights from its industry Quantum Key Distribution (QKD) sandbox. Conducted in partnership with commercial banks and telecom operators, the sandbox evaluated physical-layer quantum key exchange across live financial transaction rails, providing data on system interoperability, hardware costs, and network overhead. Regulators emphasized that commercial banks must conduct immediate cryptographic discovery audits to identify legacy dependencies before utility-scale quantum systems emerge.
With the UK assuming the G20 Presidency and Singapore holding the ASEAN Chairmanship in 2027, both jurisdictions agreed to coordinate their multilateral leadership roles to promote international standards for quantum cyber resilience. The 12th UK-Singapore Financial Dialogue will be hosted by the UK in 2027.
