His remarks centred on residents using the fingerprints of dead individuals to cast votes at polling stations.
The former senator subsequently sought to distance himself from the controversy, clarifying that his words were intended as a metaphor and accusing critics of deliberately misreading the context of his address.
IEBC calls for restraint ahead of 2027 polls
In its official statement signed by IEBC chairperson Erastus Edung Ethekon, the commission confirmed that Omar would be granted the right to be heard before any determination is reached on the matter.
"The summons allows the former senator to respond to the allegations, in keeping with the right to fair administrative action and the right to be heard. The commission expects the former senator to honour the summons and cooperate with the proceedings," IEBC said.
The IEBC used the occasion to urge all political leaders, candidates, and supporters to exercise restraint and responsibility in their public conduct as Kenya moves closer to the 2027 General Election.
"The commission urges political leaders, candidates, supporters and all other participants to exercise restraint and responsibility in their public utterances and conduct. It calls on them to help build an electoral environment founded on peace, tolerance, respect for the rule of law and democratic participation," the statement read.
The commission added that it would release further information on the outcome of the proceedings once they have been concluded.
