FACT CHECK: Is Uganda Govt Right About Nationality Of Nigeria’s First Ebola Patient?

Claim: The Ugandan government said Nigeria’s first Ebola patient was a Nigerian national who travelled to eastern Democratic Republic of the Congo (DRC) for business and transited through Uganda on her way home.

The Ugandan government, through its Director-General of Health Services, Charles Olaro, described Nigeria’s first confirmed Ebola patient as a Nigerian national who travelled to eastern DRC for business before passing through Uganda in early October.

In a statement issued following Nigeria’s announcement of the case, the Ugandan Ministry of Health said the woman had not developed symptoms while in Uganda and that her passage through the country did not establish that she contracted the virus there.

“Travel through Uganda does not establish that infection occurred here. The location of exposure remains under investigation,” the ministry said.

The Ugandan government also maintained that it had no active confirmed Ebola cases at the time of its statement.

The account presented the woman as a Nigerian national returning from a business trip to the DRC, with Uganda serving only as a transit point.

However, information subsequently provided by the Africa CDC and Nigerian health authorities differed significantly from this description.

What the Africa CDC Said

The Director-General of the Africa CDC, Dr Jean Kaseya, in a report published by the BBC on Thursday said that the patient was originally from Uganda but lived in Abuja, where she fell ill after returning from a trip to Kampala.

Kaseya identified the woman as the wife of a diplomat and said she had travelled to Uganda’s capital for a holiday, contradicting the Ugandan government’s description of her as a Nigerian business traveller returning from the DRC.

According to Kaseya, the woman returned to Nigeria on October 3 and developed symptoms three days later, on October 6.

Nigeria’s Coordinating Minister of Health and Social Welfare, Professor Muhammad Ali Pate, also stated that the 42-year-old woman had spent approximately two and a half weeks in Kampala before returning to Abuja through Addis Ababa, Ethiopia, where she had a two-hour stopover.

The accounts from Kaseya and Pate therefore challenge the Ugandan government’s description of both the woman’s nationality and the purpose of her journey.

Nigeria’s Federal Government confirmed its first Ebola case since the 2014 outbreak on October 20, 2026, following laboratory tests on the woman.

According to Pate, the patient initially sought treatment at a private hospital after developing symptoms but believed she had malaria. She subsequently visited another private hospital, where she was admitted on October 11 after her condition failed to improve.

Public health authorities were alerted on October 19, and her Ebola diagnosis was confirmed the following day after three laboratory tests, according to the minister.

Pate said the patient was stable and responding to treatment.

The government also identified 44 people who had come into contact with her and began measures to prevent further transmission. The contacts were being monitored, and none had developed symptoms at the time of the report.

Pate said Nigerian authorities were working with Uganda, Ethiopia and the Africa CDC to establish the patient’s complete travel history and determine where she might have contracted the virus.

“We respect our sister nation of Uganda,” he said. “We have very strong solidarity, we are all in it together.”

The dispute over the patient’s nationality comes amid an Ebola outbreak linked to the Bundibugyo virus in the Democratic Republic of the Congo.

According to reports citing the European Centre for Disease Prevention and Control, the outbreak, which began in May 2026, had recorded more than 9,500 cases and approximately 4,600 deaths in the DRC by October 19.

The outbreak has raised concerns about cross-border transmission as infected people move between countries in the region.

The Bundibugyo virus belongs to the group of viruses that cause Ebola disease. It is a distinct species from the Zaire ebolavirus, which caused several previous major outbreaks, including the 2014–2016 West African epidemic.

Unlike Zaire ebolavirus, for which vaccines and specific treatments have been developed, there is no approved vaccine or specific treatment for Bundibugyo virus disease, although research and clinical trials have been ongoing.

Uganda also recorded Ebola infections during 2026 but subsequently declared its outbreak over in August after its last patient was discharged and the required period without a new confirmed case had elapsed.

The Ugandan government has maintained that it had no active confirmed cases when Nigeria announced its latest infection.

Kenya has also reported cases linked to the regional outbreak, increasing concerns about the movement of the virus across international borders.

Nigeria’s first major Ebola outbreak occurred in July 2014, when Patrick Sawyer, a Liberian-American man infected with the virus, arrived in Lagos from Liberia.

Sawyer became ill after arriving in Nigeria and was admitted to a hospital in Lagos, where he later died. His infection led to further transmission among some healthcare workers and other contacts.

Nigeria recorded 20 cases, comprising 19 laboratory-confirmed cases and one probable case, with eight deaths.

The World Health Organisation declared Nigeria free of Ebola transmission on October 20, 2014, after the country completed the required 42-day period without a new case.

The outbreak was contained through contact tracing, isolation, infection prevention measures and the coordination of public health agencies.

How Ebola Spreads

Ebola is a severe viral disease that can cause high mortality, although outcomes vary depending on the virus species, outbreak conditions and access to care.

The World Health Organisation estimates that the average case fatality rate across Ebola disease outbreaks is approximately 50 per cent.

The virus spreads primarily through direct contact with the blood or other bodily fluids of an infected person who has developed symptoms, or someone who has died from the disease.

Transmission can also occur through contaminated clothing, bedding, medical equipment and other materials.

Ebola does not spread through the air in the same way as infections transmitted through ordinary breathing in shared indoor spaces.

The incubation period ranges from two to 21 days. Infected people do not transmit the disease before symptoms develop, but they can spread it after symptoms begin.

These characteristics make accurate travel histories, prompt diagnosis and effective contact tracing essential to controlling outbreaks.

Verdict: False

The Ugandan government’s claim that Nigeria’s first Ebola patient was a Nigerian national returning from a business trip to eastern DRC conflicts with the account provided by Africa CDC Director-General Dr Jean Kaseya, who said the woman was originally from Uganda, lived in Abuja and was the wife of a diplomat. Kaseya said she had travelled to Kampala for a holiday.
