BRIEFING | Banda’s capture stirs fear in civil service as govt plans more retirements
The capture of former Petauke Central MP Emmanuel Jay Jay Banda has sparked fears of a wider crackdown on suspected informants within government institutions, as Vice-President Mutale Nalumango signals more retirements in the national interest.
Speaking in Parliament on Friday, Nalumango told Shiwang’andu MP Stephen Kampyongo that government had found itself in a position where some civil servants must be retired as institutions undergo realignment.
She stressed that retirement in the national interest did not necessarily mean an officer had committed wrongdoing.
For the past two weeks, The People’s Brief has gathered accounts from sources within the UPND, government institutions, the civil service and opposition networks alleging that confidential government information was being leaked to Banda and his associates.
UPND Media Director Mark Simuuwe has since claimed that security agencies are examining Banda’s phones and uncovering a network of collaborators.
“Security wings are expected to carry out sweeping arrests,” Simuuwe wrote on Facebook, citing intelligence sources.
In another post, Simuuwe alleged that someone claiming UPND membership had been financing Banda’s activities.
“You see, I told you; a member of a cartel was sending JJ Banda money to insult President Hichilema yet he claims to be in UPND. Watch the space!”
Banda, who called himself “Miracle” during Facebook broadcasts, repeatedly insulted President Hakainde Hichilema, made accusations involving witchcraft and directed disparaging remarks at people from the President’s home region.
His capture in Mozambique has also fuelled competing narratives. Opposition figures, including Emmanuel Mwamba, have described the operation as an abduction, while Zambian authorities have indicated that Banda is awaiting formal arrest and charges.
The atmosphere comes amid changes in the police service, including the retirement of former spokesperson Godfrey Chilabi in the national interest and the removal of Deputy Inspector General Charity Munganga.
Attention now turns to whether investigations into Banda’s alleged network will identify informants, financial sponsors or public officers accused of leaking confidential government information.
Authorities have not publicly linked the planned retirements to the Banda investigation.
