Kazakhstan has approved new rules for evaluating candidates seeking positions in the prosecutor’s office. The selection process will consider academic performance, test results, interview scores and relevant professional experience.
Applicants will be ranked digitally based on these indicators. According to the official order, the assessment will cover five professional competencies:
- Knowledge of Kazakhstani legislation and regulations governing law enforcement agencies.
- The ability to analyze information and defend positions with sound arguments.
- The ability to apply knowledge in practice.
- Public speaking and presentation skills.
- Relevant professional experience.
Each competency will be scored on a five-point scale, ranging from 1 («unsatisfactory») to 5 («excellent»). The scores will be added together and converted into a percentage of the maximum possible score.

Candidates will then be classified according to their overall results:
- High: 90% or above.
- Medium: 70% to 89.9%.
- Low: 50% to 69.9%.
- Unsatisfactory: Below 50%.
How applicants will be scored
Candidates applying through competitive recruitment will receive a digital ranking based on several indicators, including their university grade point average (GPA), civil service test results, interview scores and professional experience.
Applicants may also receive up to five points each for communication skills and language proficiency, emotional stability, personal achievements, and motivation and confidence in their career choice.
The final numerical rating will be calculated automatically through a digital system and/or by the prosecutor’s office human resources department.
However, the order does not specify a minimum score that would guarantee successful selection or appointment.
Polygraph tests for prosecutors seeking leadership roles
As previously reported by Kursiv.media, prosecutors nominated for leadership positions are now required to undergo polygraph testing. An exemption applies to candidates who have undergone the examination within the previous three years.
