The Cashless Pakistan Initiative has registered 2.03 million active digital commerce payment points, including 1.73 million merchants actively using Raast QR payments, according to a Finance Ministry document submitted to the National Assembly.
According to the document, the State Bank of Pakistan (SBP) is monitoring progress against four key performance indicators. By June 2026, active digital commerce payment points had increased to 2.03 million from a baseline of 500,000, up 306 percent.
The document states that the government remains on track to digitize public sector payments fully by December 2026.
Mobile, internet app and digital banking users rose to 137 million from 95 million, while digital transactions increased to 11.9 billion from 6.9 billion. The share of remittances credited to accounts and wallets reached 92 percent, up from a baseline of 80 percent.
Government-to-person (G2P) disbursements through Raast and digital banking channels at centralized government entities increased from Rs. 472 billion in July 2025 to Rs. 4.402 trillion in June 2026.
This represented 76 percent of total disbursements by federal and provincial governments, as well as the governments of Azad Jammu and Kashmir and Gilgit-Baltistan. More than 84 percent of G2P transaction volumes, comprising 39.5 million transactions, are being processed through Raast.
Raast integration and digital payment processing have also been extended to major self-accounting entities, including the Central Directorate of National Savings, Pakistan Post Office Department, Ministry of Foreign Affairs, Geological Survey of Pakistan and provincial forest departments.
Of the Rs. 1.669 trillion allocated to these entities, Rs. 1.247 trillion, or 75 percent, has been disbursed through digital and Raast-based payments.
The document also states that domestic billers are required to introduce QR codes, while payments under the Benazir Income Support Programme were shifted directly to beneficiaries’ digital mobile wallets in July 2026.
Digital payment adoption across state-owned enterprises is also progressing, with 34 percent of government-to-person payments and 18.4 percent of person-to-government payments digitized by value.
The Finance Ministry has established a dedicated data collection portal to monitor progress and identified 25 high-impact entities to accelerate implementation. Technical integration with the remaining entities, including Pakistan Railways and Ehsaas Assignment Accounts, is ongoing, with full digitization of government payments targeted for December 2026.
