Delhi's winter pollution measures will begin taking effect from November 1, with restrictions on certain vehicles registered outside the capital, fuel denial for vehicles without valid pollution certificates and curbs on dust-generating construction work. The government has also proposed reducing in-office staff by 50% to cut commuting and traffic emissions.
The announcement by Chief Minister Rekha Gupta comes as Delhi's air quality deteriorates ahead of winter. The capital recorded an Air Quality Index (AQI) of 179 on Tuesday, October 20, in the 'moderate' category, before the Air Quality Early Warning System forecast that pollution levels would enter the 'poor' category and remain there until October 23.
The new rules do not all start or end on the same day. Three dates are particularly important for motorists, offices and construction activity: November 1, January 31 and December 10, when the strictest construction restrictions are scheduled to begin.
November 1, 2026: Vehicle restrictions and no fuel without PUCC begin
The first major deadline is November 1, when Delhi's winter action plan begins.
Vehicles registered outside Delhi that do not meet BS-VI emission standards will face entry restrictions from November 1, 2026, to January 31, 2027. Compressed natural gas (CNG) and electric vehicles (EVs) will be exempt from this restriction.
Motorists will also need to ensure they have a valid Pollution Under Control Certificate (PUCC). Under the 'No Pollution Under Control Certificate, No Fuel' policy, petrol pumps will be prohibited from supplying fuel to vehicles without a valid certificate.
Automatic Number Plate Recognition (ANPR) cameras will be deployed at fuel stations to strengthen monitoring and enforcement.
For drivers, this means checking the validity of a PUCC before heading to a petrol pump and confirming whether a vehicle registered outside Delhi meets the required emission standard before entering the capital.
The government has not specified the complete enforcement procedure for vehicles covered by the entry restriction or detailed the penalties for violations in the announcement.
December 10, 2026: Complete construction and demolition ban begins
The second important date is December 10, when a complete ban on construction and demolition work is planned to begin. The ban is scheduled to remain in force until January 20, 2027.
The government has also announced broader restrictions on demolition and outdoor civil construction activities that generate dust from November 1 to January 31.
Construction sites are a focus of the action plan because dust can contribute to particulate pollution. The government plans to use AI cameras to monitor construction-related dust and strengthen oversight of activities that generate it.
For construction companies, contractors and property owners, the dates matter because work schedules may need to account for the restrictions. The announcement does not specify which projects, if any, may qualify for exemptions or provide a detailed list of enforcement penalties.
The December-January ban falls within the wider winter pollution period, when the government intends to limit dust-generating activities more strictly.
January 31, 2027: Restrictions on certain outside vehicles end
January 31 is the scheduled final day of the entry restrictions on vehicles registered outside Delhi that do not meet BS-VI emission standards.
The restriction is therefore time-bound, rather than an announcement of a permanent ban. CNG and electric vehicles remain exempt from this particular measure.
The date also marks the end of the broader window announced for restrictions on dust-generating demolition and outdoor civil construction activities. However, the complete construction and demolition ban is scheduled to end earlier, on January 20.
Most other winter pollution measures are intended to remain in force until February 28, meaning the end of January will not mark the end of the entire action plan.
What changes for offices during the winter pollution period?
Delhi's plan also calls for government and private offices to reduce their in-person workforce by 50%, with work-from-home arrangements intended to reduce the number of daily commuters.
The government has announced staggered timings for its offices. Municipal Corporation of Delhi (MCD) offices will operate from 8.30 am to 5 pm, while Delhi government offices will function from 10 am to 6.30 pm.
Spreading office hours across different time slots is intended to ease peak-hour congestion and reduce traffic-related emissions.
The announcement does not provide detailed implementation instructions for private employers or explain how the 50% attendance target will be monitored.
Why Delhi is tightening pollution rules now
The measures come as the capital moves towards the season when air pollution tends to worsen. According to the Air Quality Early Warning System, Delhi's AQI was expected to remain in the poor category until October 23.
The Central Pollution Control Board classifies AQI readings of 101-200 as moderate and 201-300 as poor. An AQI of 179 therefore falls within the moderate range, even as the forecast signals a deterioration.
Weather and pollution sources both influence air quality. The weather department forecast no rainfall over the following week, which could limit the natural removal of airborne pollutants depending on wind and other atmospheric conditions.
Agricultural residue burning in neighbouring states is another seasonal concern. The ICAR-Indian Agricultural Research Institute recorded 19 crop-residue-burning incidents across six monitored states earlier in October, including seven each in Punjab and Uttar Pradesh, four in Madhya Pradesh and one in Haryana.
Delhi's winter action plan combines restrictions on certain vehicles, checks at fuel stations, construction curbs and changes to office attendance. The key dates determine when individual measures begin or end, while the wider plan is scheduled to continue until February 28, 2027.
