Peru El Niño Stimulus Hits US$5.2 Billion

PERU · ECONOMY

Peru’s President Keiko Fujimori announced a Peru El Niño stimulus of about S/18 billion (about US$5.2 billion) on Thursday 22 October 2026. She defended raising the fiscal deficit limit, the gap between state spending and income, to 2.4% of economic output next year.

For US investors who hold or follow Peruvian government bonds, the plan means a bigger borrowing need next year. The Peru El Niño stimulus answers a warming of Pacific waters that brings floods to the north, where Piura was flooded on 20 October.

What Fujimori Announced

Fujimori spoke after Economy Minister Elmer Cuba, who runs the Ministry of Economy and Finance, presented the measures. She called the government’s response “strong and historic” and said El Niño and higher fuel prices will not stop growth.

She said the aim is for the economy to grow faster next year than in 2026. She described all the figures of the Peru El Niño stimulus as approximate.

The government blames the pressure on El Niño, costlier fuel after the war in the Middle East and high interest rates abroad. Cuba had already said on 7 October that fiscal policy “will have to be expansionary”.

Where the Peru El Niño Stimulus Goes

The largest item is S/7 billion (about US$2.0 billion) to finish stalled works that are far advanced. School buildings get S/6 billion (about US$1.7 billion), and S/2 billion (about US$583 million) pays for maintenance work meant to create jobs quickly.

Cash bonuses for the most vulnerable families take S/2.5 billion (about US$728 million), and fuel subsidies get S/500 million (about US$146 million). Fujimori said the bonuses run for three to five months, depending on need, while Cuba spoke of three to four months.

Cuba said the bonuses target southern families facing drought, northern households exposed to heavy rain and people living near rivers and ravines. They also help offset part of the effect of inflation on household income, he said.

La República reported that about 250 public works more than half finished could get money to be completed. Companies hit by the weather could also delay advance income tax payments if they show financial difficulty.

Why the Deficit Is Rising

Peru’s fiscal deficit stood at 0.9% of GDP in the 12 months to September, the lowest in four years. Gestión reported the preliminary central bank figure, and the legal limit for 2026 is 1.8%.

A deficit of 2.4% next year would sit well above that 2026 limit. Canal N reported that Cuba will propose a ceiling of 2.4% for 2027, then a gradual fall to 1% by the end of this government.

Gestión reported that national tax revenue rose 23.2% while capital spending fell 14.9%. Analyst Juan Carlos Odar of Phase Consultores said the gap shrank faster than expected partly because little was spent on preventing El Niño damage.

What Peru Is Doing on the Ground

Fujimori listed steps already under way in the north, where El Niño hits hardest. The Piura river at Los Ejidos can now carry 4,000 cubic metres of water a second, and temporary shelters are being built for 30,000 people.

Five navy ships will be available for emergencies, and field hospitals are moving to Tumbes, Piura and Lambayeque. The government also has more than 5,000 tonnes of food ready and will place bridges across the north.

On Wednesday 21 October the Senate voted 35 to 18, with 6 abstentions, to give the government 90 days of delegated powers. These let it issue decrees on security and on 15 El Niño measures, among them faster contracting for emergency works.

What It Means for US Readers

The Peru El Niño stimulus means the Treasury will borrow more next year, with a deficit of up to 2.4% of GDP. Bonds were already the plan for the earlier S/8.2 billion (about US$2.4 billion) budget top-up, where new sovereign bonds were to cover 53.8%.

Citi Research said on Wednesday 21 October that Peru would give Latin America’s best economic response to El Niño, helped by enviable public accounts. It estimated that public debt could reach 36.6% of GDP by 2027.

Gestión reported that, in Citi’s view, investors would likely welcome temporary emergency spending even at higher rates. Permanent commitments such as higher pensions would be judged differently, and the main risk for 2027 is rising interest rates in rich countries.

For US companies that ship from or invest in Peru, funded flood defences lower the risk of long disruptions after heavy rain. A bigger deficit leaves less room if the rains prove worse than planned.

What Is Not Known

The government has not said how much of the S/18 billion (about US$5.2 billion) will be borrowed at home or abroad. It has also not given the size of each family’s bonus.

Fujimori called the figures approximate, so the final split of the Peru El Niño stimulus between bonuses, works and subsidies may change. The government says it will change the fiscal rules to allow the higher deficit, but it has not said when Congress would take that up.
