DAEGU — The Daegu Metropolitan Government has drawn up a comprehensive support plan to help employees of public agencies relocating to the city, along with their families, settle into the region.
The plan centers on childcare, education and housing — the areas of greatest concern to relocating workers — and includes acquisition tax cuts, rent subsidies, support for children's education and care, and expanded transit links. The city said the measures set it apart from other metropolitan governments and provinces.
The plan consists of 20 tasks and 43 support programs across seven areas — settlement support, housing, transportation, childcare, education, healthcare, and culture and leisure, the city said on the 15th.
On housing, the city will supply specialized public rental units and provide support for interest on jeonse (a lump-sum deposit lease) and monthly-rent loans, deposit return guarantee fees, and real estate brokerage commissions, covering 50% of actual costs. It will also offer preferential interest rates on jeonse loans through iM Bank.
For transportation, the city plans to push for an extension of Urban Railway Line 3 to the innovation city district, expand demand-responsive transport services within the district, and carry out road improvement projects to ease commuting and daily travel.
In childcare, the city will build on an infrastructure base that ranks first among metropolitan cities for its share of public daycare centers. Measures include subsidies for setting up shared workplace daycare centers, the designation and operation of additional round-the-clock care centers for infants and toddlers within the innovation city district, and support for institutional contributions to workplace daycare centers.
For culture and leisure, the city will offer a 30% discount on admission to performances at public cultural facilities, a 50% reduction in fees at public sports facilities, and programs in performance, cultural education and community sports within the innovation city district.
The plan also includes a full waiver of the acquisition tax on homes of 135 square meters or less, and support for one-way transfers when an employee's spouse is a civil servant with a local government or an education office.
Daegu said it will move quickly to prepare tasks it can carry out on its own, while actively petitioning relevant ministries on items requiring central government cooperation, such as tax cuts and the railway extension.
"Daegu has the best transportation, healthcare, childcare, cultural and shopping infrastructure outside the capital region, as well as the country's finest primary and secondary education environment, reasonable housing costs and a pleasant living environment," Daegu Mayor Choo Kyung-ho said. "We will prepare carefully and provide support so that employees of relocating agencies and their families can settle in."
