King Mohammed VI calls for accelerating the implementation of the new generation of integrated territorial development programs, allocating budgetary funds totaling approximately 25 billion dirhams as part of the priority objectives of the budget for the coming year 2027. He places special emphasis on strengthening private investment, addressing the situation of young people, and promoting integrated territorial development to alleviate inequalities.
The king, accompanied by Crown Prince Moulay Hassan, presided over a Cabinet meeting this Saturday at the Royal Palace in Rabat to review and approve the general guidelines of the Draft Budget Law for the year 2027, according to a statement from the Royal Cabinet.
The budget, presented by the Minister of Economy, Finance, and Public Revenue, Fouzi Lekjaa, consists of five priorities:
- Restoring purchasing power and consolidating the foundations of a sustainable welfare state
- Integrating young people into education, training, and decent employment
- Accelerating the implementation of advanced regionalization and the new generation of integrated territorial development programs
- Strengthening strategic sovereignty in the areas of water, energy, food, and digital resources
- Building a robust economy capable of financing social and sovereign ambitions
Private investment, youth, and territorial integration
The statement reports that the draft Budget Bill for the year 2027 also pays special attention to strengthening private investment by consolidating the support mechanisms provided for in the Investment Charter and continuing the reform of the Regional Investment Centers, while emphasizing support for micro, small, and medium-sized enterprises.
The 2027 Budget Bill also places special importance on the issue of youth, which constitutes one of the most significant and urgent challenges of this phase, requiring a move beyond the multitude of scattered sectoral programs that have shown their limitations, in favor of an integrated national policy for monitoring young people’s trajectories, from education and training to employment and housing, ensuring their economic and social stability.
And, in accordance with the Royal High-Level Guidelines, steps will be taken to accelerate the launch of the new generation of integrated territorial development programs, mobilizing budgetary appropriations totaling approximately 25,000 million dirhams.
Review and Approval of the 2027 Budget
At the start of the Council of Ministers meeting dedicated to the review and approval of the general guidelines of the draft budget bill for the year 2027 and in accordance with the provisions of Article 49 of the Constitution, the Minister of Economy, Finance, and Public Performance, Fouzi Lekjaa, presented to the King an overview of the general guidelines of the draft budget bill for the year 2027.
The minister emphasized that this bill is being developed within a deeply unstable international environment, marked by the rising cost of geostrategic conflicts, the rise of protectionist trends, and intensifying competition over energy, technology, and financing.
In the face of these changes, our country continues, under the wise leadership of His Majesty the King, Lekjaa stated, to consolidate the foundations of its resilience and strengthen the dynamism of its economy. Thus, the national economy is projected to grow by 4.7% by the end of this year, with inflation kept in check at 0.7%, along with a reduction in the budget deficit, which is expected to stand at 3% of GDP.
Five Priorities
The draft budget bill for the 2027 fiscal year is structured around the following five priorities:
First: Restoring purchasing power and consolidating the foundations of a sustainable welfare state: Within this framework, starting in 2027, a structural reform of markets and prices will be implemented, accompanied by measures aimed at supporting citizens’ purchasing power, continuing the expansion of universal health coverage,
while ensuring the sustainability of these systems, increasing direct social assistance, improving public health and education systems, and strengthening access to decent housing through the implementation of a direct housing assistance program.
Second: Integrating young people into education, training, and decent employment: The Government will work to implement an integrated national program for young people for 2027–2031, based on a set of programs centered on training, business incubation, and facilitating access to financing, guarantee mechanisms, and markets.
Third: Accelerating the implementation of advanced regionalization and the new generation of integrated territorial development programs: This will be carried out in accordance with the Royal Guidelines on the reorganization of regional powers, following an approach based on clarity and effectiveness, as well as on the consolidation of coordination and contractual mechanisms between the State and the regions, in parallel with the full implementation of the National Charter on Administrative Decentralization.
Fourth: Strengthening strategic sovereignty in the areas of water, energy, food, and digital resources: with the aim of ensuring strategic water security, accelerating the renewable energy development program, and continuing the rollout of Morocco’s green hydrogen supply, as well as the progressive implementation of the gas infrastructure roadmap, alongside a series of measures designed to ensure food security and strengthen national digital sovereignty.
Fifth: Building a robust economy capable of financing social and sovereign ambitions, alongside accelerating the implementation of institutional reforms and preserving macroeconomic and budgetary balances: with the aim of mobilizing the necessary financing to accelerate the pace of construction, major development projects, and sectoral strategies undertaken in various fields, while developing new sovereign industrial ecosystems.
