The Mozambique Grain Institute (ICM, IP) has deployed its operational team at Nacala Port. The decision was taken jointly with the Mozambique Ports and Railways Company (CFM), Customs and shipping agents. The aim is to ensure the continuous monitoring and inspection of port operations in the country.
The joint work on the ground is intended to ensure compliance with Ministerial Diploma No. 132/2025 of 31 December and Ministerial Diploma No. 31/2026 of 24 April. These instruments establish the guidelines and operational procedures for the import of rice and wheat.
Customs and technical operations will also monitor the movement of other strategic crops under the institute’s remit, with particular emphasis on the inspection and control of pigeon pea exports.
According to its representative, the ICM’s role ranges from assessing importers’ requirements to physically inspecting products within the port area.

Following practical training provided by CFM, the new technicians will work directly on cargo inspections as ships berth. This inter-institutional effort is expected to speed up and improve the transparency of the movement of cereals and pulses into and out of the country.
