ISLAMABAD: The Inland Revenue Officers Association has expressed concern over further structural reforms in the Federal Board of Revenue (FBR), ARY News reported on Friday.
In a statement, the association urged the authorities to allow ongoing initiatives sufficient time to take effect before introducing additional changes.
Several reform measures, including digital invoicing, the Point of Sale (POS) system and the faceless taxation system, were still in the process of implementation, the Inland Revenue Officers Association said and cautioned that repeated restructuring could create administrative uncertainty and adversely affect revenue collection.
The association noted that the integration of taxes in 2009 had been an important step towards establishing a coordinated tax administration. It said Pakistan’s fragmented tax system increased the cost of doing business and stressed that reforms should aim to establish an integrated national tax administration.

The association maintained that sustainable reforms in FBR could not be achieved without consultation with officers. It called for the consolidation of ongoing reforms and an independent assessment of their effectiveness before any further restructuring.
Describing revenue administration as a cornerstone of state stability, the association said the protection of national revenue depended on institutional effectiveness.
It emphasised that stability, continuity and a coherent vision were essential for meaningful reform, adding that reforms should focus on strengthening institutions rather than becoming a series of experiments.
The association urged the authorities to prioritise consistency and institutional capacity in the FBR’s reform process.
