Kazakhstan has begun preparing a major reform of its migration legislation. The first meeting of a working group chaired by MP Lyazzat Zhylkybayeva was held at the Kurultai, Kazakhstan’s parliament, where a draft law introducing so-called «golden visas» for major investors and highly skilled professionals was presented.
The draft law is being developed in line with an instruction from President Kassym-Jomart Tokayev. The reform aims to attract capital, advanced technologies and skilled professionals, while also protecting the rights of Kazakh citizens who go abroad to work.
«Special attention is given to the introduction of the ‘golden visa.’ As the President previously emphasized, this mechanism should facilitate the attraction of foreign capital, technology, and qualified specialists to Kazakhstan,» the Kurultai press service said.
How the new system will work
Investors will be issued a special digital «golden visa» certificate. All application and document-submission procedures will be conducted entirely online through QazETA, the unified platform of Kazakhstan’s Ministry of Internal Affairs.
The working group emphasized that streamlining bureaucratic procedures will help Kazakhstan compete more effectively for international investment and free investors from lengthy approval processes.
