UNITED NATIONS, October 14. /TASS/. Ukraine’s intelligence, security and defense operatives are behind the creation of ‘secret prisons,’ where inmates are being tortured, Russian Foreign Ministry’s Ambassador-at-Large Rodion Miroshnik said.
"What exactly are these ‘secret prisons’? They are basements, zindans, stone pits and even outdoor cages exposed to the rain and scorching sun," he told an unofficial Arria-formula meeting of the UN Security Council. "As a rule, they are hidden within guarded quarters of Ukrainian formations, where no foreign inspectors or human rights monitors are allowed."
"Militants, sadists and operatives from the GUR [the Main Directorate of Intelligence], the SBU [the Security Service of Ukraine] and other Ukrainian security agencies with faces concealed behind masks and balaclavas, hold total sway there," the Russian diplomat continued. "They are tasked with beating the required confessions out of prisoners or coercing them into cooperation under the threat of death, and are allowed to use any means necessary for the purpose."
