October the 22nd, 2026 – A €3,000 parking fine arrived at the addresses of tourists following their Dubrovnik trip an entire year later, and it’s safe to say they’re not happy…
Fines that some former visitors to Dubrovnik “earned” by parking their cars around the historic city centre are arriving months after they return from their holidays, and the case has attracted plenty of attention in the Polish media. Morski reports that one of the fined tourists contacted Croatia’s well known media outlet Index, claiming that because of two entries into the restricted zone he received two fines of €1,500 each, meaning the total sum amounted to €3,000.
“I’m writing to you on my own behalf and on behalf of many Polish tourists who, instead of returning with nice memories from a holiday in Croatia, specifically Dubrovnik, came back deeply disappointed by the greed and inhumane rules that apply in that city,” he wrote.
The Polish tourist claims that the fines reached him more than one year after his trip to Croatia. “Personally I received two separate fines of €1,500 each. In addition, the law firms hired by the city authorities don’t even reply to e-mails and it’s extremely difficult to communicate with them,” he stated. According to him, the problem has caused a lot of dissatisfaction among Polish tourists, and television stations and internet portals are reporting on it.
In addition, this particular Polish tourist complained that traffic signs warning about the entry restriction are in place, but he considers that it is nowhere near clear enough to tourists what they must do in order to be allowed to enter the zone by car, and that the fines are disproportionate to the offence. On the 2nd of June 2025, the City of Dubrovnik introduced a special traffic regime zone around the historic centre in order to reduce traffic congestion and protect the area that has been exposed to a large number of vehicles for years.
The City of Dubrovnik otherwise prescribed fines of €260 for natural persons, €660 for craftspersons and persons performing independent activities, and a significantly higher €1,320 for legal entities. The responsible person in a legal entity can be fined an additional €260.
