The Federal Investigation Agency (FIA) has launched an investigation into allegations that people seeking protector clearance in Karachi were charged unauthorized fees on top of official payments.
The inquiry concerns the Bureau of Emigration and Overseas Employment’s office in PECHS Block 6. An FIA immigration task team conducted preliminary checks following complaints from four citizens and referred the matter to the agency’s Anti-Corruption Circle in Karachi.
Complainants Ahmed Mukhtar, Muhammad Naveed, Asad Sabir and Ahad Hussain alleged that an agent, Nadeem Arain, collected a combined Rs. 76,400 from them for protector clearance.
FIA officials subsequently visited the office with the complainants and questioned former bureau employee Nadeem Ahmed after they identified him.
During questioning, Ahmed allegedly described a system for collecting and distributing additional payments, even when applicants had complete documentation.
According to his account, the alleged extra charges were Rs. 20,000 for African destinations, Rs. 10,000 for Canada and Europe, and Rs. 4,000 for Gulf countries.
The inquiry also covers allegations that private individuals and government employees shared proceeds with senior officials through weekly payments, including some allegedly made in dollars.
FIA officials are examining relevant records and independently checking the claims. The alleged payment network and the involvement of officials have not yet been established.
