Alphabet’s Waymo plans to launch its first Canadian robotaxi service in Toronto in 2028, expanding beyond the United States. Announced Friday, the plan would bring autonomous ride-hailing to Canada’s largest city, with fleet support from Element Fleet Management. Waymo will begin local mapping and testing before introducing driverless rides, subject to technical and regulatory requirements.
The company plans to prepare its Waymo Driver system for Toronto’s roads, traffic patterns and weather conditions. Trained specialists will initially drive vehicles to build detailed maps and validate the autonomous technology. The groundwork will help Waymo assess local driving challenges before its planned commercial launch.
Element Fleet Management to Support Operations
Waymo will work with Element Fleet Management to prepare and operate its Toronto fleet. The partnership will support vehicle maintenance and other operational needs as the company develops its local presence. Waymo also expects to create hundreds of jobs over time across maintenance, validation driving, customer service and operations.
The company has already expanded commercial robotaxi services across several US cities. Toronto marks another step in its international ambitions, alongside planned deployments in London and Tokyo. The Canadian expansion could test the technology in demanding winter conditions and dense urban traffic.
Regulatory Approval Remains Crucial
Ontario has approved Waymo’s participation in a provincial autonomous vehicle pilot program. However, testing approval does not automatically authorize a fully driverless commercial ride-hailing service. Waymo will need to meet applicable regulatory requirements before offering rides to the public.
The 2028 target therefore remains a planned launch rather than a confirmed start date. Mapping, validation and regulatory decisions will shape the company’s progress in Toronto. The expansion could also help Waymo assess how its autonomous driving technology performs beyond familiar US roads.
Waymo co-CEO Tekedra Mawakana said, “Expanding into Canada marks an important milestone in Waymo’s global journey.” The company says the Toronto launch will support safer streets and more accessible mobility.
