ISLAMABAD – The illegal buying and selling of UK SIM cards in Pakistan gets under scrutiny as authorities intensify efforts to dismantle suspected cybercrime networks. Individuals involved in the unauthorised commercial distribution of foreign SIM cards could face serious legal consequences if investigators establish links to unlawful activities.
The crackdown follows major operation conducted by the Federal Investigation Agency’s (FIA) Cybercrime Wing, when authorities reportedly arrested 44 suspects across several cities, including Rawalpindi, Gujranwala, Peshawar, Sukkur and Abbottabad.
National Cyber Crime Investigation Agency (NCCIA) has stepped up operations against suspected fraudulent call centres and digital crime networks. Investigations have focused on alleged financial scams, online harassment, honey-trapping and schemes targeting victims overseas, including individuals in the United Kingdom.

During one reported operation in Lahore in early October 2026, 281 suspects, including 21 foreign nationals, were reportedly arrested. Authorities have also seized mobile phones, computers and SIM cards in operations targeting suspected cyber-fraud activities. Although these broader raids do not necessarily involve UK SIM cards in every case, they underline the increasing scrutiny of the communication tools used by suspected criminal networks.
UK SIM Cards in Pakistan
Prepaid SIM cards from British operators such as Lyca Mobile, Three and EE can sometimes be purchased online without the mandatory biometric registration system used for Pakistani SIM cards. Some are also resold in activated condition through online marketplaces and social media.
When used in Pakistan through international roaming, these numbers may provide access to calls, text messages and certain online verification services, depending on the operator and account. Investigators are concerned that such features may be exploited by individuals seeking to conceal their identities while operating fraudulent accounts, contacting victims or facilitating online scams.
However, a foreign SIM card is not automatically illegal simply because it lacks a Pakistani CNIC connection. Its legal status depends on the circumstances of its acquisition, distribution and use.
People involved in the organised sale or distribution of foreign SIM cards may attract law enforcement attention, particularly where authorities suspect links to fraud, identity concealment or other offences. Investigators may examine the source of the cards, sales records, communications, payment trails and connections with suspected criminal activity. Where evidence establishes an offence, those involved may face legal proceedings under applicable laws.
Large-scale recoveries of SIM cards can provide investigators with leads about suspected fraud operations. When examined alongside computers, mobile devices, account records and financial evidence, the cards may help authorities investigate how suspected networks communicate with victims and manage online accounts.
PTA, FIA and NCCIA have also been working to address broader telecommunications abuse, including illegal local SIM connections and the misuse of identity information.
People visiting Pakistan with their own UK SIM cards for legitimate personal use should not automatically be equated with individuals engaged in illegal SIM trading or cybercrime. Nevertheless, anyone purchasing foreign SIM cards from unofficial sellers should exercise caution, verify the seller and the card’s legitimacy, and avoid using such services for fraud, impersonation or other unlawful purposes.
