THE peace fulcrum of the Middle East—historically balanced on a fragile equilibrium between Gulf stability, global energy transit and proxy deterrence—has been fundamentally shattered by the collapse of the Saudi-Houthis 2022 truce and the renewal of war between them. Driven by the broader geopolitical fallout– of the regional war involving Iran, Israel and the United States, on the one side and the non-state actors, on the other — has rippled outward, destabilizing the entire region.
The Houthi-Saudi conflict has upped the ante as it disrupts the Middle East’s peace fulcrum by escalating regional tensions undermining diplomatic efforts and fueling proxy warfare. This struggle intensifies instability in Yemen, strains Gulf alliances and threatens vital maritime routes like the Red Sea, impacting global trade and security. The conflict also complicates U.S. and international mediation, as competing interests hinder unified solutions. Ultimately, prolonged hostilities weaken state institutions, deepen humanitarian crises and create power vacuums exploited by extremist groups.
In response to devastating Houthi strikes—such as the recent attack on Riyadh’s King Khalid International Airport that killed 13 people—Saudi Arabia has activated the Mecca Joint Defense Agreement with Turkey and Pakistan. Although Iran recently offered to mediate between the Houthis and Riyadh, Saudi Arabia views the Houthis’ deep strikes as direct extensions of Iranian strategy, rendering bilateral trust obsolete and polarizing the region back into rigid pro- and anti-Iran blocs.
Ironically, what began as a civil war in 2014 has fundamentally transformed into an internationalized node of a larger global confrontation. The US has reassessed its military footprint, weighing direct interventions and strikes against Houthi positions, while Western allies like France and the UK are deploying defensive assets to assist Riyadh. This turns the southern tip of the Arabian Peninsula into a high-stakes proxy arena, where any miscalculation by local actors can drag global superpowers into a direct military confrontation.
For years, the domestic peace of the Gulf cooperated with grand economic transformations—chiefly Saudi Arabia’s Vision 2030. The peace fulcrum allowed these nations to transition into hubs for international tourism, multi-billion-dollar sports franchises, entertainment and global tech investments. By launching targeted drone and missile strikes against Saudi Aramco facilities in Jizan and Yanbu, alongside the East-West pipeline, the Houthis have successfully weaponized oil infrastructure. This volatility directly upsets the global energy market and impacts broader economic stability.
This is now a growing truth that the Yemen conflict has intensified regional and global power struggles, transforming the country into a proxy battleground between Saudi Arabia and Iran, with broader implications for US and Chinese strategic interests. This escalation fuels instability across the Middle East, as superpowers leverage alliances, arms sales and diplomatic influence to expand their regional dominance. The war’s humanitarian toll and geopolitical entanglement underscore how local conflicts can become flashpoints in larger great-power competition.
Resolving the ongoing crisis requires shifting away from outdated diplomatic frameworks. With the UN Special Envoy warning that Yemen has fallen back into full-scale war following major military escalations, the international community must transition from reactive management to active, multi-layered structural solutions. 1-Traditional diplomacy has long treated the war strictly as a binary struggle between the Houthis and the internationally recognized government. The International Crisis Group highlights that this approach ignores deep factional fragmentation. Future peace talks must dynamically integrate diverse localized stakeholders, including the Southern Transitional Council (STC), independent civil society and women-led coalitions. 2- Forming a dedicated mediation council consisting of the UN P5 members, the European Union and the Gulf Cooperation Council (GCC) should be formed. This would create a unified diplomatic ledger to distribute negotiation responsibilities and prevent individual nations from acting as isolated spoilers.
3- Enforcing Maritime Laws in the Red Sea: To protect the global economy and local supply lines, the international community must strictly isolate Yemen from broader Middle Eastern flare-ups. This demands a firm defense of commercial navigation rights, alongside tailored pressure on regional state actors to curb weapons smuggling and funding to local factions.
4- Channelizing high-level western and regional diplomatic overtures with Iran must directly condition broader regional concessions on the material de-escalation of support for Houthi military actions. 5-Depoliticising State Resources: Much of the war is driven by disputes over resources, port fees, public-sector payrolls and the division of the central bank. The international community should condition future state recognition on the implementation of an independent joint economic sharing.
6-Close the Funding Gap: The UN’s humanitarian response plan remains drastically underfunded, leaving roughly two-thirds of the population in dire need of assistance. International donors must explicitly fulfill funding commitments through organizations like the IOM & UNICEF. 7-Spearheading conditional Aid on Worker Safety: In response to arbitrary Houthi detentions of aid personnel, international actors must universally apply strict diplomatic pressure, conditioning non-lifesaving assistance on the unhindered access and absolute safety of humanitarian workers.
While tensions persist, major powers have shown restraint in avoiding direct military escalation. International institutions, arms control agreements and economic interdependence act as stabilizing forces. The Forum of 4—comprising Saudi Arabia, Pakistan, Turkey and Egypt—has engaged in diplomatic efforts to support a political resolution to the Yemen crisis. These nations have advocated for inclusive negotiations, humanitarian access and a ceasefire, leveraging their regional influence to encourage dialogue between the warring parties, including the Houthi movement and the internationally recognized Yemeni government. History shows that crises often escalate rhetorically but de-escalate through negotiation. Current efforts by regional actors and mediators must reflect this pattern.
