Why is Dirty Water Reaching Guadalajara Homes? A Crisis of Infrastructure and Contamination
GUADALAJARA, Mexico – The reasons behind the recurring reports of murky water and foul odors in the Guadalajara metropolitan area are rooted in a trifecta of systemic failures: a contaminated primary source, a primitive transport system, and a decaying distribution network.
The State Water Services System (SIAPA) currently supplies approximately 348.5 million cubic meters of water annually. However, a significant portion of this supply is compromised by the deteriorating state of the region’s water sources and the infrastructure used to move it.
The Three Pillars of the Water Crisis
According to the report, the water crisis in Guadalajara can be broken down into three critical issues:
Contamination of Lake Chapala: As the primary source, Lake Chapala provides 60.2% of the city’s water. However, the lake is suffering from severe pollution caused by industrial waste, agricultural runoff (pesticides and fertilizers), and raw sewage from the Lerma-Santiago basin.
The “Old System” Pipeline: Much of the water from the lake is transported via the “Old System,” which uses an open-air canal to move water through the Santiago River. During this transit, the water is subjected to direct discharges of raw sewage and industrial waste, significantly increasing its contamination levels before it ever reaches the treatment plants.
Deteriorated Infrastructure: The water is treated in facilities that are currently in a state of decay. Furthermore, the distribution network itself has far exceeded its intended lifespan, leading to leaks and further degradation of water quality before it reaches the taps of residents.
Emergency Measures and Long-term Solutions
In response to the escalating crisis, the state government announced a temporary suspension of the “Old System” on October 6. This move aims to halt the transport of contaminated water from Lake Chapala through the Santiago River to the Miravalle treatment plant.
The director of SIAPA, Ismael Jáuregui Castañeda, stated that solving these deep-seated infrastructure issues will require an investment exceeding 25 billion pesos. The proposed rehabilitation program is estimated to span approximately 18 years.
Water Sources and Quality Data
The city’s water supply is divided among four main sources:
Surface Water: Lake Chapala (60.2%) and the Elías González Chávez dam (17.2%).
Groundwater: A system of wells (21.9%) and natural springs (0.6%).
Data from the National Water Commission (Conagua) confirms the severity of the situation in the Lerma-Chapala basin. Between 2012 and 2024, 35 monitoring sites in Lake Chapala showed that 54.3% failed microbiological or physical indicators (such as fecal coliforms and suspended solids). Furthermore, 45.7% of the sites failed due to organic pollution and toxicity, such as chemical oxygen demand.
Future Outlook
While the city continues to rely on these sources, experts like Alicia Torres Rodríguez, a researcher at the University of Guadalajara, argue that a permanent solution must include the total sanitation of Lake Chapala and the Santiago River, the active participation of the industrial sector in reducing waste, and a wholesale modernization of hydraulic facilities.
