By Zoila Palma: Today, China announced plans to restrict or ban exports of 40 technologies spanning artificial intelligence (AI), semiconductor chips, solar power and biomedicine, citing national security concerns as competition with countries including the United States intensifies.
The country’s Ministry of Commerce and Ministry of Science and Technology jointly released a draft proposal outlining updates to China’s catalogue of technologies subject to export bans or restrictions.
A spokesperson for the Commerce Ministry said the measures were necessary to strengthen security, prevent the misuse of technology and ensure that artificial intelligence remains under human control.
According to AP, the proposed list includes 23 AI technologies, ranging from advanced large language models to AI agents designed for sensitive environments such as national defence and critical information infrastructure. Exports of core technologies used in AI models trained with sensitive national data would be prohibited, while certain advanced AI models with at least two trillion parameters or world-leading capabilities could face restrictions. Several chip-design technologies, including those used for AI processing and memory chips, are also covered.
The proposal additionally includes 12 solar power-related technologies, including those involved in producing polysilicon, a key material in the solar supply chain, and five biomedical technologies related to areas such as cell and gene therapy.
The announcement comes as China and the United States continue to compete over advanced technology, with U.S.-led restrictions limiting China’s access to some of the world’s most advanced AI chips and chipmaking equipment.
