Scott Gillingham says a new round of customer service improvements would reduce lengthy waits for water bill queries, automate some 311 updates and expand online access to city services, if he’s re-elected mayor.
One promise would integrate Winnipeg water and waste’s Utility Billing Centre into its broader 311 service.
“Right now, if you have a question about your water bill, you deal with a separate call centre. And we know that people have been frustrated with long wait times there,” said Gillingham.
The pledge follows some sharp spikes in the wait to reach the Utility Billing Centre last year. In August 2025, one resident reported waiting about three hours and 40 minutes for that centre to answer her call. The city confirmed a wait time of up to four hours took place Aug. 5.

Cole Perfetti has made it clear he doesn’t want to get ahead of himself.
The Winnipeg Jets winger has first-hand knowledge on how humbling the NHL can be, coming off a quiet campaign as he worked his way back from a high ankle sprain.
But with the benefit of a full summer of training and a return to health, Perfetti has taken advantage of his promotion to the top line and quickly shown he belongs.
The latest proof came Tuesday, with Perfetti scoring a pair of goals — including the game-winner — in a 5-2 victory over the Minnesota Wild at Canada Life Centre.

The stage is new. The role, however, is a familiar one to Taven Vigilance.
For the first time since his days as a highly touted high school recruit at Oak Park, Vigilance will be asked to help drive the Manitoba Bisons offence this season.
An elevated role for the 6-7 guard, entering his third year comes as the Bisons turn the page to a new era of the men’s basketball program, having lost all five of its starters from a season ago.
Vigilance spent this summer honing his craft, knowing this opportunity was coming. He focused on his ability to dribble off a screen, in particular, which is a common demand of Bison ball-handlers who need to understand how to decisively read defenders off the pick.

The RCMP is investigating a white-nationalist sign near Steinbach with racist messaging and alleged links to a known Canadian far-right group.
A sign hanging on a overpass at the intersection of Highways 1 and 12 read: “STEINBACH VOTES WHITE NOT BROWN,” according to photos posted on social media.
Also written was the name Nationalist-13, a men’s-only neo-Nazi group, also known as NS-13, primarily based in Hamilton, Ont. The Free Press couldn’t independently verify if the group is associated or who hung the sign.
“On Oct. 13, the Steinbach RCMP were made aware of this sign and have opened an investigation,” a spokesperson said in an email statement. They also said the sign has been removed.
