The Adamawa State Government has commenced the implementation of its Civil Service Digitisation and Capacity Building Project, aimed at harmonising personnel records, strengthening payroll integrity and improving public service delivery.
The Enterprise Resource Planning (ERP) project was formally launched at a kick-off meeting on October 9, 2026, under Governor Ahmadu Umaru Fintiri’s Adamawa 2.0 Digital Transformation Agenda.
The Secretary to the State Government, Hon. Awwal D. Tukur, who led the meeting, declared the commencement of the reform and urged stakeholders to ensure its successful implementation through institutional collaboration and accountability.
The initiative will establish a unified, reliable and authoritative source of civil service information, bringing together personnel and administrative records across the Civil Service Commission, the Office of the Head of Service and the Office of the Accountant-General.
The integrated system is expected to improve personnel verification, staff establishment management, payroll accuracy and administrative efficiency while supporting evidence-based decision-making.
The platform will be hosted on the state’s digital infrastructure, with cybersecurity safeguards and measures to ensure compliance with the Nigeria Data Protection Act 2023.
Beyond digitising records, the project includes capacity building to equip civil servants with the skills and tools required to use modern digital systems effectively.
The reform is expected to make records more accessible, improve transparency, accelerate approvals and preserve institutional knowledge, enabling public officers to serve residents more efficiently.
Officials at the meeting included the Chief of Staff to the Governor, Dr. Edgar Amos Sunday; the Head of Service, Isa Shehu Ardo; the Chairman of the Civil Service Commission, Barrister Musa Kaibo; the Commissioner for Finance, Augustina Maimuna Wandamihya; and the Accountant-General, James Kefas.
Also present were the Special Adviser on ICT, E-Governance and Policy, Dr. Hammajam Ahmed Adamu; the Permanent Secretary, Political, in the Office of the Secretary to the State Government, Ibrahim Buba Konkol; and focal officers from participating institutions.
The project forms part of the Fintiri administration’s broader efforts to build a professional, digitally enabled and responsive civil service capable of meeting the evolving needs of Adamawa State and its citizens.
