Tajikistan’s lower house of parliament, the Majlisi Namoyandagon, has approved an investment agreement with Crystal Green Glass to build three quartz-processing and glass-manufacturing facilities in Dushanbe. The project is valued at $120 million and is expected to create more than 450 jobs, according to the parliamentary newspaper Sadoi Mardum.
The agreement between the Tajik government and Crystal Green Glass was signed on July 2, 2026, and approved by lawmakers at a session on October 1.
Presenting the project, Sulton Rahimzoda, chairman of the State Committee on Investment and State-owned Property Management (SosKomInvest), said the three facilities would form an integrated industrial complex with a unified production chain.
The construction will be financed entirely by the company, without funding from the state budget. Once operational, the facilities are expected to produce glass products for both domestic consumption and export.
From quartz to finished glass
The project includes three interconnected facilities: a quartz-processing and enrichment plant, a flat-glass factory, and a plant producing glass containers.
The complex is designed to produce up to 10 million square meters of flat glass and 45 million liters of glass containers of various sizes and capacities annually. It will also incorporate technologies for recycling glass containers.

The foundation stone for the complex was laid in October 2025 in the presence of President Emomali Rahmon and Dushanbe Mayor Rustami Emomali.
At the time, the project’s estimated cost was approximately 1.2 billion somoni, including 150 million somoni for the quartz-processing plant, 650 million somoni for the flat-glass factory, and 380 million somoni for the glass-container facility.
Construction was scheduled to take 18 months from the foundation-laying ceremony, pointing to a planned completion around spring 2027.
The project is being implemented in two phases. The first covers construction, infrastructure development, and equipment installation, while the second involves commissioning the facilities and launching production.
Reducing reliance on imports
The complex is expected to expand domestic production of glass products used primarily in the construction and food industries. Flat glass is widely used in windows and building facades, while glass containers are used to package beverages and food products.

Processing quartz, a key raw material for glassmaking, will also enable greater use of locally sourced resources. Enriched quartz is used in other industries, including ceramics, optics, and the production of certain electronic components.
According to the GosKomInvest, the project is expected to reduce Tajikistan’s dependence on imported glass products, increase domestic processing of raw materials, and strengthen the country’s industrial export potential.
