- World Rugby chief executive Alan Gilpin addressed the 7-1 bench debate in April 2025, citing medical research findings
- Former international referee Nigel Owens renewed his calls for a reduction in the number of substitutions allowed per match
- The ruling has significant implications for how Rassie Erasmus can set up his squad for the 2027 Rugby World Cup
World Rugby have confirmed they will not be banning the 7-1 bench split, a tactic made famous by the Springboks under coach Rassie Erasmus, despite ongoing criticism from prominent figures in the sport.
The governing body's position was set out in April 2025, when chief executive Alan Gilpin addressed the controversy directly. Medical research commissioned by World Rugby found no evidence that fielding seven forwards and one back among the replacements increased injury risk during matches.
Gilpin told The Guardian: "We looked at it from a science, medicine perspective," adding that the data did not support claims that introducing fresh players late in games created a greater danger to those on the field. He further noted: "Ultimately, there are a lot of different ways to win a rugby match."
World Rugby chairman Brett Robinson separately acknowledged that questions had been raised about whether the tactic was in keeping with the spirit of the game, though no regulatory action followed.
Nigel Owens pushes for reform
Former international referee Nigel Owens has renewed his criticism of the current replacement rules, arguing that the number of substitutions permitted is excessive.
Owens stated: "The first thing I would do is reduce the number of substitutions," and added: "I think eight players on the bench is too much."
His view is that fewer replacements would push players to improve their conditioning and open up more space during matches. Such a reform would, in effect, make the Springboks' Bomb Squad approach unworkable.
Springboks free to continue ahead of 2027 World Cup
With no new restrictions in place, Erasmus retains the freedom to deploy the strategy that has drawn both admiration and criticism since South Africa began using it consistently.
The tactic is no longer unique to the Springboks; France have also adopted the approach, broadening the debate beyond a single team.
As the 2027 Rugby World Cup draws closer, the 7-1 bench split is likely to remain a point of contention. For now, however, the Springboks face no formal obstacle to continuing with the formula that has helped define their dominance as four-time world champions.
