Mauritania Clears US$98M World Bank Deals

ECONOMY · MAURITANIA

Mauritania’s new cabinet approved three World Bank deals on Wednesday 14 October, worth MRU 3.9 billion (about US$98 million). The grants and cheap loans go to cash transfers for poor households, primary and secondary schools, and faster internet.

The decisions came at the first Council of Ministers since Prime Minister Mokhtar Ould Djay’s reshuffled government took office. For foreign investors they show a gas-exporting state in West Africa still leaning on concessional money from a lender the United States leads.

The official account comes from the Council’s communiqué, published on Wednesday evening by the state news agency AMI (Agence Mauritanienne d’Information). The interim government spokesman repeated the main points at the weekly press conference held in AMI’s briefing room in Nouakchott.

What the World Bank Deals Pay For

All three deals are with the International Development Association (IDA), the World Bank arm that lends to the poorest countries on soft terms. Each one was approved as a draft law authorising ratification, which is the step Mauritania needs before the money can flow.

The first, signed on Friday 21 August, funds social safety nets with a grant of SDR 5.6 million (about US$7.6 million). It adds a credit of €19.7 million (about US$22 million), for a total the government puts at MRU 1.2 billion (about US$30 million).

That money backs the social registry, the national safety-net programme known as Takaful, and a system to respond quickly to droughts and other shocks. The communiqué says the goal is a protection system that adapts faster when households are hit.

The second deal, also signed on 21 August, pairs a grant of SDR 9.2 million (about US$12.5 million) with more credit. That credit is €23.6 million (about US$26 million), and the government values the package at MRU 1.57 billion (about US$39 million).

It supports the 2026 to 2030 priority learning plan, which aims to lift the quality of preschool and primary teaching. It also aims to widen access to secondary school, especially for girls in rural areas and in communities affected by forced displacement.

The third deal, signed on Wednesday 16 September, is a credit of €25.8 million (about US$29 million), or MRU 1.136 billion (about US$28 million). It is extra funding for a West African digital integration programme covering broadband networks, online public services and electronic payments.

The August credits run 25 years including five years’ grace, and the digital credit 20 years after five years’ grace. All three carry interest of 1.5% a year, plus a fee of 0.5% a year on money not yet drawn.

A New Chief for the Power Utility

The same meeting named Thiam Tidjani as director general of SOMELEC, the state-owned Mauritanian Electricity Company. Cridem, carrying a report by the Nouakchott outlet Trust Magazine, describes him as an engineer who left the health ministry in last week’s reshuffle.

Trust Magazine says he replaces Khrembali Lehbib, after an inquiry into fires at two Nouakchott transformer stations was published on Thursday 8 October. The outlet says the inquiry found irregularities in contracts, construction and technical checks, which our earlier report covered in detail.

Responsibility is still disputed, and nobody has been charged in connection with the fires. Cridem has carried a statement in which the former SOMELEC chief contests the commission’s conclusions, and the builder CTM says it warned SOMELEC beforehand.

The cabinet also named new secretaries-general for health and for energy and petroleum, and a new head of state miner MAADEN Mauritanie. President Ghazouani congratulated new and returning ministers and asked them to speed up the government programme.

The interim spokesman, Mohamed Malainine Ould Eyih, is the minister for vocational training, crafts and trades. He said work continues to restore power quickly after the fires, with precautions to stop a repeat.

He also blamed recent jumps in some food prices, notably tomatoes, on import restrictions and weather that hurt local harvests. The government says it is still pursuing self-sufficiency in food and farm products.

What It Means for US Readers

The United States is the largest shareholder in the World Bank, so American money stands behind these World Bank deals in part. Investors in US-listed Kosmos Energy, a partner in the Greater Tortue Ahmeyim gas field shared with Senegal, have a direct stake in Mauritanian stability.

Safety nets and schools matter for a country on a main migration route from West Africa towards Europe. The digital credit could also open work for payment and telecom suppliers, although no contracts have been announced.

Power is the near-term risk for anyone doing business in Nouakchott. A new SOMELEC chief is a signal of intent, but the grid needs repairs and investment that no single appointment can supply.

What Is Not Known

The National Assembly has not set a date to debate the three ratification bills. The government has not said when the first money will be disbursed or how much will reach households this year.

Officials have not named the reasons for the change at the top of SOMELEC. It is also unclear whether the fire inquiry will lead to prosecutions or to compensation for businesses hit by the blackouts.

The spokesman said a national political dialogue is still being prepared, with a coordinator and a road map under discussion. No date has been given, and he said the next step is up to the political parties.

The Council also heard a new youth empowerment index, which scored 59.60 out of 100 for 2026 in its first measurement. The detailed results by region and by the five parts of the index have not yet been published.
