Who Dominates Ghana, Elites and Regions Explained

GUIDES · GHANA

Ghana power sits with a small political class that alternates between two parties, alongside chiefs, generals, gold money and the churches. Ghana has changed its governing party at the ballot box four times since 2000.

For US investors, gold buyers and visitors, knowing who really decides things in Accra matters as much as knowing the law.

How Power Works in Ghana

Ghana’s 1992 Constitution created a strong presidency inside a multiparty system. The president appoints ministers, regional ministers and most heads of state agencies.

Many ministers must also come from Parliament, which ties lawmakers closely to the executive.

Two parties dominate. The National Democratic Congress, a social-democratic party founded by former military ruler Jerry John Rawlings, holds power under Mahama.

The New Patriotic Party, a centre-right party from the Danquah-Busia tradition, governed from 2017 to January 2025 under Nana Akufo-Addo.

Power has alternated between them in 2001, 2009, 2017 and 2025. That rhythm gives losing elites a realistic hope of returning, which helps explain why both camps accept results.

It also means each change of government brings a wide turnover of state jobs and contracts.

In December 2024 Mahama won the presidency with 56.55% of valid votes, the Electoral Commission declared, against Bawumia of the NPP. Graphic Online’s count after the vote gave the NDC 181 seats and the NPP 89, with four independents and two seats undecided.

Alban Bagbin remains Speaker, and Alexander Afenyo-Markin leads the NPP minority.

The Families and Networks at the Top

Ghana’s elite is small and closely connected. The NPP traces its lineage to the “Big Six” independence leaders, including J. B. Danquah and William Ofori Atta.

Former President Akufo-Addo belongs to that extended family network, and so does his cousin Ken Ofori-Atta, finance minister from 2017 to 2024.

Ofori-Atta now faces corruption charges brought by the Office of the Special Prosecutor (OSP), an independent anti-graft body. On 29 September 2026 the High Court in Accra gave the OSP four more weeks to serve him with summons in the United States.

The charges are allegations that have not been tested at trial.

The NDC has its own dynasties. Rawlings, who died in 2020, founded the party, and his daughter Zanetor Agyeman-Rawlings was nominated as Minister of Environment, Science and Technology in August 2026.

Mahama’s younger brother Ibrahim Mahama runs Engineers & Planners, a mining and construction group that was awarded the Damang gold mine lease in April 2026.

Critics say such ties blur the line between public office and private business. Supporters reply that Ghanaian firms should own more of the country’s mines.

Both views shape how foreign investors read Accra.

Regions, Ethnic Groups and the Vote

Ghana has 16 administrative regions and dozens of ethnic groups. Three groups, the Akan, the Mole-Dagbani and the Ewe, make up 77% of the population, the Ghana Statistical Service found in the 2021 census.

The Akan, including the Asante and Fante, are the largest.

Voting follows regional loyalties more than open ethnic appeals. The NPP’s heartland is the Ashanti Region around Kumasi, while the NDC dominates the Volta Region in the east.

The five northern regions lean towards the NDC but are contested, and both parties court them.

Parties manage these loyalties through ticket balancing. Mahama, a northerner, chose Jane Naana Opoku-Agyemang, a former education minister and university vice-chancellor from the Central Region, as his running mate.

She became Ghana’s first woman vice president in January 2025.

The 2028 race already has a regional story. Bawumia, the NPP candidate again, is a northern Muslim who leads a party whose core vote is Akan and southern.

How Ashanti turns out for him will decide much of that contest.

Chiefs and Traditional Authority

Chiefs remain a second layer of power alongside the state. The Constitution bars them from active party politics, yet politicians of both parties seek their blessing.

Chiefs also act as custodians of much of Ghana’s land, which gives them weight in many mining, farming and property deals.

The most powerful traditional ruler is the Asantehene, Otumfuo Osei Tutu II, king of the Asante. From Manhyia Palace in Kumasi he settles chieftaincy disputes and can remove chiefs.

In July 2026 he destooled the paramount chief of Ahafo Kenyase No. 2 and his elders, 3News reported.

In the north, the Dagbon kingdom lost its overlord when Ya-Na Abukari Mahama II died on 11 July 2026. His son, Kampakuya Naa Yakubu Abukari, was outdoored as regent in Yendi on 31 July, with Mahama in attendance, Citi Newsroom reported.

Dagbon’s succession has been violent in the past, so the transition matters well beyond Tamale.

The Military and the Security Services

Ghana’s army ruled for much of the period between 1966 and 1992, through a series of coups. Rawlings himself came to power by force before winning elections as a civilian.

Since 1993 the Ghana Armed Forces have stayed in their barracks, and civilian control is now well established.

The president appoints the service chiefs, and each new government usually replaces them. Lieutenant General William Agyapong is Chief of the Defence Staff as of October 2026, the Ghanaian Times reported.

In late September he told senior officers to anticipate emerging threats, according to 3News.

Political leadership of defence was shaken on 6 August 2025, when a military helicopter crash killed eight people. The dead included Defence Minister Edward Omane Boamah and Environment Minister Ibrahim Murtala Muhammed.

Finance Minister Cassiel Ato Forson then held the Defence Ministry in an acting capacity until Kenneth Gilbert Adjei was named minister in August 2026.

The main security concern is the north, which borders military-run Burkina Faso, where armed groups operate. In August 2026 Ghana and Burkina Faso agreed a defence cooperation deal that includes securing cross-border trade routes, Business Insider Africa reported.

Gold, Cocoa, Oil and the Business Elite

Whoever controls Ghana’s resources controls much of its money. In the year to August 2026, gold earned US$14.86 billion of total exports of US$22.41 billion, according to the Bank of Ghana.

Cocoa brought in US$2.76 billion and oil US$2.42 billion over the same months.

The state sits at the centre of each trade. The Ghana Cocoa Board (COCOBOD) buys and markets the cocoa crop.

The Ghana Gold Board, created in 2025, buys small-scale gold for export, and the Ghana National Petroleum Corporation holds the state’s stake in offshore oil.

Large mines are run by foreign groups such as Newmont, Gold Fields and AngloGold Ashanti. Illegal small-scale mining, known as galamsey, poisons rivers and destroys farmland.

In October 2026 the NPP minority demanded a crackdown on galamsey financiers and action against politically connected interests, the Ghanaian Times reported.

Banks form a second business elite, and our report on the sector shows their balance sheets growing as bad loans ease. Firms that depend on state contracts tend to rise and fall with the party in power.

Churches, Mosques and Trade Unions

Ghana is a majority Christian country with a large Muslim minority, concentrated in the north and in city neighbourhoods known as zongos. Religious leaders carry strong moral authority, and governments listen to them.

Their statements often set the tone of national debate.

The Ghana Catholic Bishops’ Conference weighed in on the judiciary in September 2026. It said opposition calls for Chief Justice Paul Baffoe-Bonnie to resign over public remarks were disproportionate, though his words raised concerns about perception, Asaase Radio reported.

The National Chief Imam, Sheikh Osman Nuhu Sharubutu, is the most senior Muslim cleric. In August 2026 he condemned incitement to violence and called for responsible preaching, the Ghanaian Times reported.

Organised labour is the other civic force. The Trades Union Congress (TUC), Ghana’s main union federation, said in September 2026 that any move to a five-year presidential term must come with stronger governance reforms, the Ghana News Agency reported.

Inequality and Who Is Left Out

Ghana’s gains have not spread evenly. The World Bank puts Ghana’s Gini index, a measure of inequality where 100 means one person has everything, at 43.5 in 2016.

That is the latest survey year in its data.

The sharpest gap runs between north and south. The share of people aged three and older who never attended school ranges from 9% in Greater Accra to 57.4% in the Savannah Region, the 2021 census found.

Greater Accra is 91.7% urban, while the Upper East Region is only 25.4% urban.

Young people are a second excluded group. The census put unemployment at 13.4% for everyone aged 15 and older, but 32.8% for those aged 15 to 24.

For those aged 15 to 35, the rate was 19.7%.

Women are under-represented at the top despite a woman vice president. Only 40 of the 276 members of Parliament elected in December 2024, or 14.5%, are women, Citi Newsroom reported.

Sexual minorities face strong social hostility, and lawmakers have repeatedly pushed bills to criminalise LGBTQ advocacy.

What It Means for US Readers

For investors: Ghana’s institutions work, but relationships still matter. Mining licences, gold export rules and big contracts pass through a small circle of ministers, state boards and well-connected local firms. Check who owns your local partner and how close they are to either party.

For gold and cocoa buyers: State boards control the flow of both commodities. Gold sale rules have changed since 2025, starting with the new Ghana Gold Board. Confirm current terms with the board or the Bank of Ghana before signing.

For travellers and expats: Ghana is stable, and power changes hands through elections. Respect chiefs and local custom, especially around land. Avoid political rallies in the run-up to the December 2028 vote.

What Is Not Known

It is not yet known who will become the next Ya-Na of Dagbon, or when. The outcome of the corruption case against Ken Ofori-Atta depends on whether he can be served and tried, which was still unresolved at the end of September 2026, with the case adjourned to 29 October.

It is unclear whether proposed constitutional changes, including a longer presidential term, will reach Parliament or a referendum. The World Bank’s inequality figures date from 2016, so the current gap may be wider or narrower.

Who the NDC will field in 2028 is also open, because Mahama is serving his second and final term under the current Constitution.
