Agentic orders across Forter's network quadrupled since August. Fraud doubled in two months. The merchant liability wall is not waiting for merchants to get ready.
Fewer than 11% of small merchants are ready for AI shopping agents. Agentic orders across Forter’s network have quadrupled since August. Automated fraud has doubled in two months. On October 13, 2026, Forter launched its Agentic Commerce Engine in New York, shipping the most complete merchant-facing stack to date for a channel that is arriving whether merchants prepared for it or not.
The Liability Wall, Now Operational
The gap between merchant readiness and market reality has a name on this beat: the liability wall. Data from PYMNTS and Visa shows that 93% of merchants believe the AI provider should bear the financial loss for incorrect purchases. Only 28% are willing to expose their full inventory to agents. Traditional insurance carriers — Berkshire Hathaway, Chubb, Travelers — are introducing AI exclusion endorsements, removing the safety net merchants assumed they had. The wall is not theoretical; it is operational.
What Forter Shipped
The Agentic Commerce Engine combines three capabilities into a single integration. Fraud Management for Agentic Commerce identifies and decisions scraper- and agent-driven traffic in real time, distinguishing legitimate AI assistants from fraud and abuse bots. Agentic Orchestration enables headless checkout via agentic protocols, letting merchants set conditions for each transaction through a single no-code integration. An AI Activity Dashboard shows merchants which agents are transacting on their site, replacing guesswork with visibility.
The headless protocol angle matters. In a controlled experiment, Forter found headless protocols were roughly 10 times faster and 5 times more token-efficient than screen scraping, with a higher overall success rate. These metrics are self-reported, but the directional claim holds: agents defaulting to scraping a merchant’s site when there is no optimized flow are slower, more expensive, and more error-prone than those using purpose-built protocols.
A Layer Being Built in Parallel
Forter’s launch does not exist in isolation. On October 7, Cequence shipped Agent Trust, a protocol-agnostic issuer registry supporting Skyfire, Visa TAP, Google AP2, and OpenAI/Stripe ACP — the identity layer. On the same day Forter announced, Harbor Insurance emerged from stealth with $10 million in seed funding to measure agent risk and insure residual losses — the insurance layer. Forter is shipping the merchant-side orchestration and fraud layer. Three vendors, three problems, one infrastructure map.
As Eran Vanounou, Forter’s chief technology and product officer, framed it: “Every merchant is now effectively opted in to agentic commerce, whether or not they’ve prepared for it. The choice merchants have isn’t whether agentic traffic engages with their site this holiday season; it’s whether they are equipped to control, optimize and drive revenue from it.”
Holiday Peak as Stress Test
The timing is deliberate. Q4 is when merchant traffic spikes and fraud pressure peaks simultaneously. Forter reports that agentic orders across its network increased more than fourfold since August 2026. Automated fraud doubled in the same window. Bad actors are blending into agent traffic using malicious agents or hijacking legitimate ones to scale abuse. The window for merchants to integrate these tools before peak season is narrowing fast.
Adam Davies, Forter’s Director of AI, stated: “We’re giving merchants the intelligence and infrastructure to know which agentic transactions can be trusted and to control the end-to-end agentic shopping journey.” Fraud Management for Agentic is live for existing Forter customers. Agentic Orchestration is available for interested customers. The merchant stack is forming. Whether it holds under peak-season volume is the open question.
