Shillong, Oct 19: Meghalaya has launched four specialised courses in corporate and commercial law to strengthen the legal skills of students and professionals and help businesses navigate an increasingly complex regulatory environment.
The courses, covering Corporate Law, Competition Law and Market Regulation, Insolvency and Bankruptcy Laws, and Business and Financial Laws, were launched recently at the National Law University Meghalaya campus in Shillong.
The programmes have been introduced by the Meghalaya Integrated Development Centre of Excellence (MIDCE), established by the state government under the Indian Institute of Corporate Affairs (IICA), Shillong, with support from the Departments of Commerce and Industries, and Planning, Investment Promotion and Sustainable Development.
The initiative aims to equip Meghalaya’s youth and legal professionals with specialised knowledge of emerging areas of law, while developing local expertise to support businesses and enterprises across the state.
Speaking at the launch, Cyril V. Darlong Diengdoh, Commissioner and Secretary to the Meghalaya government, said the courses could help translate an enabling regulatory environment into practical expertise, creating a cadre of certified professionals capable of advising businesses across the state.
The programmes are designed to address growing demand for professionals familiar with corporate regulations, market competition, financial laws and insolvency procedures.
Sanjay Kumar Gupta, Regional Director for the Northeast Region at the Ministry of Corporate Affairs, highlighted the significance of the Insolvency and Bankruptcy Code (IBC), 2016, and its provisions for corporate resolution, liquidation and pre-packaged insolvency.
He described the legislation as a major reform that introduced structured mechanisms for resolving financial distress and improving recoveries.
National Law University Meghalaya Vice-Chancellor Jyoti Jajodia Mozika stressed the importance of collaboration between institutions to ensure the courses remain relevant to the state’s needs. She said the curriculum could be expanded over time to include more advanced legal modules.
M. L. Wanshnong, Director of the Directorate of Commerce and Industries, Meghalaya, said legal professionals needed both conceptual understanding and practical knowledge of emerging disciplines. He welcomed the courses as a step towards strengthening the state’s legal ecosystem.
The launch was attended by officials from the state government, the Ministry of Corporate Affairs and IICA Shillong, along with representatives of the National Law University Meghalaya.
Debarun Kalita, Officer on Special Duty at IICA Shillong, said MIDCE was established to create a platform connecting government departments, students, professionals, businesses and other development stakeholders. He encouraged students nominated by the state government to use the programmes to enhance their legal competencies.
The four courses were formally launched digitally, followed by a presentation outlining their curricula by Pyla Narayana Rao, Associate Professor at IICA’s Schools of Corporate Law and Competition Law and Market Regulation.

The initiative is expected to expand access to specialised legal training in Meghalaya, with a focus on building professional capacity in areas increasingly relevant to businesses, investment and economic development.
MIDCE operates under IICA Shillong, which was established through the Prime Minister’s Development Initiative for Northeast Region (PM-DevINE) scheme. The centre’s broader mandate includes training, research, policy advisory and capacity-building in areas such as entrepreneurship, MSME development, corporate governance and sustainability.
