The federal government has directed ministries and divisions to compile records of civil servants’ foreign nationality declarations. The information must cover foreign citizenship, travel documents and the nationality status of dependants. An Establishment Division notification dated October 21 outlined the reporting requirements under the 2026 rules.
The Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, require all civil servants to submit declarations. Officials must provide the information within 90 days of the rules’ publication in the official gazette. The declaration covers both the officer and their dependants.

Under Rule 3(3), civil servants must state whether they hold another country’s nationality or possess foreign travel documents. They must also disclose whether they are married to a foreign national. In addition, officers must report the relevant nationality and travel-document details of their dependants.
The Establishment Division warned that officials could face disciplinary action for failing to submit declarations or providing false information. Such violations constitute misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020. Rule 3(4) of the 2026 regulations establishes this requirement.
The notification instructs ministries and divisions to submit consolidated information about officers under their administrative control. However, the directive excludes members of the Pakistan Administrative Service, Police Service of Pakistan, Secretariat Group and Office Management Group. Departments must compile the required records in the prescribed format.

The reporting format requires each officer’s name, designation and basic pay scale. Ministries must also confirm whether the officer has submitted the required declaration. They must provide details about the foreign nationality and travel-document status of officers and their dependants.
Earlier this month, the government also directed civil servants to disclose foreign citizenship and related information within one week. That directive covered foreign travel documents and marriages to foreign nationals. The latest notification sets out the requirements for ministries to compile and submit consolidated records under the 2026 rules.
