Parent company Payward clears Dubai's last regulatory hurdle for a full virtual asset license.
Kraken's parent company, Payward, has obtained final approval from Dubai's Virtual Assets Regulatory Authority, according to reporting from Finance Magnates Crypto and CryptoBriefing. The authority, known as VARA, oversees crypto licensing across the Dubai mainland and several free zones. Final approval typically marks the last step before a firm can begin offering regulated services to local customers.
Both outlets reported that Kraken intends to launch its UAE operations within weeks of receiving the license. The exact date of the launch and the specific services to be offered were not detailed in the available reporting. Kraken has not yet outlined which products will be available to UAE customers at launch.
VARA was established in 2022 to give Dubai a dedicated regulatory framework for virtual assets. It has since become a reference point for exchanges seeking a foothold in the Middle East. The authority issues licenses in stages, often requiring firms to pass through provisional approval before receiving full authorization. Reaching final approval signals that a firm has met VARA's requirements on custody, capital, and operational conduct.
The UAE has positioned itself as a hub for digital asset firms seeking regulatory clarity. Several major exchanges have already secured licenses from VARA or the UAE's other regulators, including the Dubai Financial Services Authority and the Abu Dhabi Global Market. Kraken's approval adds the exchange to that list of licensed operators in the region.
Kraken is one of the longest-operating cryptocurrency exchanges in the world, founded in 2011. The firm has expanded its regulatory footprint across multiple jurisdictions in recent years, pursuing licenses in Europe and other parts of the world. A UAE license would extend that footprint into one of the fastest-growing crypto markets globally.
The approval comes as exchanges continue to weigh the relative advantages of operating under different regulatory regimes. Dubai's licensing framework has drawn interest from firms seeking an alternative to the more fragmented regulatory picture in the United States. Other jurisdictions, including parts of Europe under the Markets in Crypto-Assets framework, have also attracted exchange applications in recent years.
Market Impact
A final VARA license gives Kraken a regulated entry point into a region with rising institutional and retail interest in digital assets. The UAE's growing wealth management sector and its concentration of crypto-focused investors make it an attractive market for exchanges seeking new user bases outside the US and Europe.
The approval may also intensify competition among exchanges already licensed in Dubai and Abu Dhabi. As more global platforms secure regulatory clearance in the Gulf, the region could see increased trading volume and liquidity, though the scale of that effect will depend on how quickly Kraken rolls out services and which products it offers at launch.
Kraken's final Dubai license underscores the UAE's continued push to attract regulated crypto operators, with the exchange's actual service launch expected to clarify the scope of its regional ambitions.
