The four accused face charges linked to the alleged irregular acquisition and transfer of a half-acre plot in Munyonyo valued at more than Shs600 million.
Four people, including three officials attached to the Kampala Capital City Authority (KCCA) Ministry Zonal Office, have been remanded over an alleged scheme to fraudulently acquire and transfer land in Munyonyo, Kampala.
The accused Wasswa Charles Jude, a Principal Assistant Secretary; Agaba Ronah, a government valuer; Achom Esther, a data entry clerk; and land dealer Kizito John — appeared before the Anti-Corruption Court on charges relating to abuse of office, criminal conspiracy, forgery and fraudulent procurement of title.
They were remanded until October 29, 2026.
The arraignment was conducted by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
According to the prosecution, the alleged scheme dates to 2024 and involved obtaining a special certificate of title and facilitating the transfer of land comprised in Kyadondo Block 255, Plot 532, in Munyonyo, Kampala District.
The property measures approximately 0.2020 hectares, equivalent to about half an acre, and belongs to James Mulebeke, who has reportedly been its registered proprietor since 2011.
Investigators allege that Kizito initiated the process by providing documents for the processing of a special certificate of title without Mulebeke’s knowledge or consent.
Achom allegedly received the transaction documents and forwarded them to Wasswa for processing, although the documents had not been officially received at the KCCA Ministry Zonal Office.
The application for the special certificate of title was allegedly supported by forged documents.
Wasswa is accused of using his position to influence Nabukeera Madinah, a registrar of titles at the zonal office, to issue the certificate without requiring the registered proprietor to appear for identification. He allegedly told the registrar that he knew the applicant.
Investigators further allege that the subsequent transfer of the property to Kizito was approved without the registered owner appearing for identification and without proper verification of the national identity card and receipts for stamp duty and registration fees.
The investigation also raised questions about the valuation of the property. Agaba allegedly valued the land at Shs200 million, significantly below its estimated market value of more than Shs600 million.
Another government valuer, Mulindwa Jude Tadeo, is alleged to have processed the transaction without payment of the requisite stamp duty.
The prosecution alleges that the actions of the individuals involved facilitated the irregular issuance of the special certificate of title and transfer of the property, potentially prejudicing the interests of its registered owner.
Criminal summons have also been issued to Nabukeera Hamida and Mulindwa Jude Tadeo in connection with the transaction.
The allegations have not been proved in court, and the accused are presumed innocent unless proven guilty.
