In Plain English
The US Commerce Department promotes American trade and business, and Howard Lutnick leads it as secretary. A meeting with him is therefore about business deals rather than military matters.
A data centre is a large building full of computers that store information and run artificial intelligence. It needs a great deal of electricity, which is why Guyana’s natural gas features in the pitch.
Stabroek is the offshore oil block, run by ExxonMobil, that has produced one billion barrels so far. It is where the oil behind Guyana’s recent boom is pumped.
US investment in Guyana was the subject of talks in Washington on Wednesday 21 October 2026, when President Irfaan Ali met US Commerce Secretary Howard Lutnick. Ali said Lutnick reaffirmed the United States’ “strong interest in continued investment in Guyana”, according to a statement that Guyana’s Department of Public Information published on Friday 23 October.
The topics ranged from oil and gas exploration to housing, farming and a plan to make Guyana a regional data centre hub. For US readers the stakes are concrete, because ExxonMobil, a US company, operates the offshore Stabroek block that drives the Guyanese economy.
The meeting came the same day Ali signed a defence partnership declaration with US War Secretary Pete Hegseth at the Pentagon, which we covered in Guyana Signs US Defence Pact on 21 October. Taken together, the two meetings put both security and business on the agenda.
What Was Said on US Investment in Guyana
According to Ali’s statement, the two men talked about renewed oil and gas exploration, infrastructure, development and better connectivity. Ali said these areas would “position Guyana as a gateway for trade and commerce with the wider South American continent”.
Investment in agriculture and housing was also on the agenda, with Ali saying US expertise could help create jobs and strengthen food security. The talks also examined US support for developing Guyana into a regional data centre hub and advancing artificial intelligence.
Ali described the aim as a partnership of “long-term investment, economic diversification and sustainable prosperity”. The statement gave no dollar amounts, company names or dates for any project.
Everything known about the meeting comes from the Guyanese side, because the Department of Public Information, the Guyana Chronicle and INews Guyana all carried the president’s account. We found no separate readout from the US Commerce Department.
Why Oil Sits at the Centre of the Talks
ExxonMobil says its Stabroek block has produced one billion barrels of oil, a milestone it announced on 28 September 2026. Four floating production ships now give the Stabroek block an installed capacity of more than 900,000 barrels a day, the company says.
Exxon expects a new project called Uaru to start up by the end of 2026, with Whiptail targeted for 2027 and Hammerhead for 2029. It plans up to eight developments by 2030 and puts the block’s resource base at just under 11 billion barrels of oil equivalent.
News Room Guyana reported on 23 October that Exxon holds 45% of the block, Chevron 30% and China’s CNOOC 25%. That mix explains why a Commerce Secretary meeting matters to US shareholders as well as to Georgetown.
In a Wednesday interview with CNN that DPI summarised on 22 October, Ali said the government is “maximising the benefit out of that contract” with Exxon while respecting its terms. He added that investment vehicles are being developed so ordinary families can invest in major energy projects.
The Data Centre Plan Behind the Talks
Guyana’s government signed a memorandum of understanding with the US firm Cerebras Systems for an artificial intelligence data centre of up to 100 megawatts, Stabroek News reported on 13 November 2025. The site is at Wales, on the West Bank of the Demerara River, near a gas-to-energy plant.
A memorandum of understanding is a statement of intent, not a binding construction contract. Neither the DPI statement nor the other sources reviewed say whether Lutnick discussed that project or any other named one.
Ali said a data centre hub would create opportunities for Guyanese professionals and businesses and make the country “a major player in the hemisphere’s digital economy”. The power need of such a site is large, which is why gas supply is part of the conversation.
The Defence Deal Signed the Same Day
On the same Wednesday, Ali and Hegseth signed what Demerara Waves called a “landmark” agreement creating an enhanced defence partnership. Demerara Waves reported that the United States will step up joint training in multidomain operations and air interdiction.
The report added that Guyana’s pursuit of a critical minerals memorandum with Washington matters for shared security. That mineral track is a second business thread alongside the investment talks.
US Ambassador Nicole Theriot told News Room Guyana on Friday 23 October that the relationship is “50-50” and that “there is no dominance”. Ali made a similar point in that interview, saying “we are a sovereign state, and we are working with the U.S. as a partner”.
What It Means for You
Exxon and Chevron shareholders hold exposure to Guyana’s output, so signals about exploration and new projects matter to them. The talks announced no change to Exxon’s published start-up schedule for Uaru, Whiptail and Hammerhead.
US suppliers in housing, farming and technology could see openings if US investment in Guyana turns into projects, but none has been named. Our guides Who Runs Guyana’s Economy, the Key Players in 2026 and Guyana Geopolitics Explained 2026 show who holds the money and the power.

What Is Not Known
No amount for US investment in Guyana, and no contract, company name or timetable, has been published. Ali’s statement says the talks “examined” US support for a data centre hub, but it does not say what form that support would take.
We did not find a US Commerce Department account of the meeting, and Ali’s original Facebook post was not opened for this article. The statement as published by DPI and the Guyana Chronicle says only “Wednesday”; we read it as 21 October because Ali was in Washington that day to sign the defence declaration.
The status of the Cerebras project since the 2025 agreement was not established. It is also unclear whether the “renewed” exploration the two men discussed refers to new wells in the Stabroek block or to other areas.
