The 135th meeting of the Incident Prevention and Response Mechanism (IPRM) took place on October 22 in the village of Ergneti, near the occupation line in Georgia’s Russia-occupied Tskhinvali region.
The Incident Prevention and Response Mechanism (IPRM) was established in 2009 within the framework of the Geneva International Discussions that followed the 2008 Russo-Georgian war. It serves as a forum for the regular discussion of security-related incidents and developments on the ground. IPRM meetings have been held regularly in Ergneti, near the Tskhinvali occupation line, with the participation of representatives from Tbilisi and the Tskhinvali de facto authorities. In contrast, meetings in Gali, in occupied Abkhazia, have been suspended multiple times, from 2012 to 2016, and again since 2018. The meetings are co-facilitated by the OSCE and the European Union Monitoring Mission in Georgia (EUMM).
The meeting, which brought together the representatives of Georgia’s central government and de facto authorities of Tskhinvali/South Ossetia, was co-facilitated by Bettina Patricia Boughani, Head of the EU Monitoring Mission in Georgia (EUMM), and Christoph Späti, Special Representative of the OSCE Chairperson-in-Office for the South Caucasus.
The next IPRM meeting is set to take place on December 15.
SSSG Statement
Georgia’s State Security Service said that “all incidents detected in the occupied region and territories adjacent to the occupation line from the previous meeting up to the present date were discussed in detail.”
During the meeting, the SSSG representatives “strictly raised the issue of bringing to justice and ensuring the enforcement of law against the representative(s) of the Russian occupation force responsible for the murder of Georgian citizen Tamaz Ginturi.”

The Georgian side once again condemned the practice of so-called borderization and “strictly demanded the immediate release of all individuals held in illegal detention.”
According to the SSSG, the meeting also addressed ongoing violations of fundamental human rights in the occupied Tskhinvali region, as well as the illegal restrictions on freedom of movement and the regime at the so-called crossing points.
EUMM, OSCE Statement
The EUMM and OSCE co-facilitators “welcomed the continued commitment of all participants to the IPRM format and reiterated its importance as a practical platform for addressing security developments and matters impacting conflict-affected communities on both sides of the administrative boundary line (ABL),” the release said.
During the meeting, the sides discussed “security developments, focusing on human security and the freedom of movement for conflict-affected populations on both sides of the ABL,” with detention cases remaining “an important part of the discussions.”
The co-facilitators reiterated their concern over the “continued practice of detentions,” while welcoming the recent release of detainees. They called for “continued efforts to resolve all existing cases” and encouraged the timely exchange of information, noting that all cases had been discussed “in detail.”
“Co-facilitators welcomed the changes to the crossing regime introduced at the beginning of September,” the release said. “But they called on participants to work towards the full reopening of the crossing points. They underlined the importance of freedom of movement for the daily lives, livelihoods and well-being of women, men and children living in the vicinity of the ABL.”
The sides also highlighted the role of the EU Monitoring Mission’s hotline “for the timely exchange of information on a wide range of security and humanitarian issues, including detentions and facilitating crossings on humanitarian grounds.”
Tskhinvali’s Statement
The issue of Georgian police presence near the village of Chorchana/Tsnelisi was also discussed, as at the previous IPRM meeting, according to Igor Kochiev, a representative of the occupied Tskhinvali.
“Despite the fact that South Ossetia offers various options for solving this problem, the Georgian side demonstrates the lack of political will and responsibility necessary for the dismantling of the post and its withdrawal from the territory of the republic,” Kochiev told journalists.
On security along the boundary between South Ossetia and the rest of Georgia, Kochiev described the situation as “relatively calm, stable and predictable.” He said no crossings of the so-called “state border” or detentions had been recorded during the period, adding that neither the EU Monitoring Mission nor Georgian law enforcement agencies had reported any violations, describing situation as “relatively calm and stable.”
Kochiev also claimed that a drone had entered the airspace of the occupied Tskhinvali region but said it was flying too high to identify its type.
The representatives of the occupied region again raised the issue of Tamaz Gagloev, an Akhalgori resident detained by Tbilisi on espionage allegations.
Kochiev said Tbilisi had provided no clear information on the outcome of court hearings. He also questioned Georgian officials’ assurances that Gagloev was in satisfactory health and expressed hope that representatives of the International Committee of the Red Cross would be able to visit him soon.
