Getting permanent residence in Canada has become considerably more difficult for international graduates in 2026, with Canadian Experience Class CRS cutoffs exceeding 507 and more than 300,000 post-graduation work permits (PGWPs) expiring in the first quarter of the year alone.

According to Immigration News Canada's PGWP to PR Pathways report published in July 2026, graduates who succeed are those who plan early, select the right immigration pathway, and steer clear of errors that can cost them their status entirely.
Working in the Wrong Occupations
The most common pitfall involves working exclusively in National Occupational Classification TEER 4 or 5 roles.

The Canadian Experience Class requires at least 12 months of full-time skilled work in a TEER 0, 1, 2, or 3 occupation within the past three years.
Jobs in food service, retail, or general labour do not qualify for CEC eligibility regardless of the hours worked or wages earned.
Graduates who ignore French proficiency also lose a significant advantage. French-language draws in 2026 have carried CRS cutoffs ranging from 379 to 446, compared to 507 to 525 for general CEC draws.
The February 2026 French draw alone issued 8,500 invitations, the largest single French-language draw in Express Entry history, while over 30,500 invitations were issued through French-language draws across the first half of the year.
Delaying language tests until the final months of a PGWP is another costly error. Booking delays, processing backlogs, and the need for retakes mean graduates should test early.
Candidates who demonstrate proficiency in both English and French earn an additional 25 to 50 bonus CRS points.
Provincial Nominations and Permit Pitfalls
Failing to explore Provincial Nominee Programme streams is among the most consequential oversights.
A provincial nomination adds 600 points to a CRS score, effectively guaranteeing an invitation to apply in a PNP-specific draw.
Every province and territory except Nunavut and Quebec operates streams designed specifically for international graduates, yet many eligible candidates never apply because they are unaware the programmes exist.
Passport validity is a lesser-known risk. IRCC shortens a PGWP to match a passport's expiry date, meaning a graduate who applies with a passport nearing expiry may receive a one-year permit instead of three, leaving almost no margin to accumulate the required work experience.
Graduates completing two PGWP-eligible programmes should also be aware of "programme stacking", which can extend a combined permit to the three-year maximum. However, once a PGWP application is submitted after the first programme, additional programme lengths cannot be added.
Finally, waiting too long to apply for a Bridging Open Work Permit can be fatal to a PR bid. Maintained status requires that the application be submitted before the current permit expires.
Missing that deadline by even one day means the graduate must stop working immediately.
The 7 Mistakes That Derail PGWP Holders From Getting PR
# | Mistake | Why It Matters |
1 | Working exclusively in TEER 4 or 5 occupations | Higher wages in food service or retail do not help your CRS score or CEC eligibility |
2 | Ignoring French entirely | French-language draws have CRS cutoffs 80 to 130 points below general CEC draws |
3 | Delaying language tests until the final months of the PGWP | Processing backlogs, test booking wait times, and retakes require early testing |
4 | Not researching PNP streams in their province | Many graduates are eligible for a provincial nomination worth 600 CRS points |
5 | Letting the passport expire before the PGWP duration ends | Your PGWP will only be issued up to the date your passport expires |
6 | Applying for the PGWP after the first eligible program without considering stacking | Once you submit a PGWP application, you cannot add a second program's length |
7 | Waiting until the last month to apply for a BOWP or work permit extension | Missing the deadline by even one day means you must stop working immediately |

For Kenyan graduates in Canada, the pathway to permanent residence demands deliberate action from the very first day of the PGWP, with French training, skilled occupation targeting, and provincial nomination research among the most decisive steps available.
