Diplomatic Attache of Kuwait’s Permanent Mission to the United Nations Jarrah Al-Anzi said that the complete elimination of nuclear weapons is the only guarantee against their use, warning against the threats of stockpiling and developing such weapons to international security.
In a statement to the UN General Assembly First Committee (Disarmament and International Security) on Monday, he reaffirmed Kuwait’s commitment to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and balanced implementation of its three pillars.
Al-Anzi expressed regret that the 2026 NPT Review Conference failed to reach a consensus on final document.
He stressed that the lack of consensus does not negate existing obligations, foremost those under Article VI, calling for practical and verifiable steps toward nuclear disarmament within clear timelines, as well as legally binding, effective and unconditional security assurances for non-nuclear-weapon states against the use or threat of use of nuclear weapons pending their complete elimination.
On the Iranian nuclear file, Al-Anzi underscored the importance of the decisions of the IAEA Board of Governors, including those related to reporting to the IAEA Director General, the UN Security Council and General Assembly. He called on Iran to address its non-compliance with nuclear safeguards, provide the necessary information and grant inspectors access to nuclear sites.
Confidence in the peaceful nature of nuclear programs is built on their verifiability, noting that cooperation with the UN nuclear watchdog is a legal obligation that must be met, he stressed.
Kuwait supports a diplomatic solution that addresses existing concerns and safeguards regional security and stability, he pointed out.
Al-Anzi reiterated the call on the international community to take serious steps to urge the Israeli occupation to join the NPT as a non-nuclear-weapon state and place all its nuclear facilities and activities under comprehensive IAEA safeguards.
He warned that continued exemption of the occupying entity perpetuates security imbalances and undermines the credibility of the non-proliferation regime, stressing that sustainable regional security cannot be built on unequal obligations and selective implementation.
He reaffirmed Kuwait’s steadfast support for the efforts aiming to declare the Middle East and nuclear weapon-free zone and implement the 1995 resolution in this regard. He wished Oman success in chairing the seventh session of the relevant conference and in advancing toward a legally binding treaty with the participation of all regional parties.
Al-Anzi noted that during Kuwait’s presidency of the IAEA Board of Governors for 2026-2027, it will work to safeguard the independence of technical assessments, facilitate consensus that supports verification and implementation of obligations, enhance technical cooperation, and promote peaceful uses of nuclear energy for the benefit of states and their peoples.
Stressing the importance of credibility of the disarmament and non-proliferation regime, he called for turning resolutions into concrete action that could safeguard the security of peoples and their right to peace and development.
