Algeria Morocco Rivalry Flares Again in 2026

ALGERIA · ANALYSIS

Algeria and Morocco remain locked in a strategic rivalry that keeps flaring because each state sees the other as challenging its core national project. For readers in the United States, the conflict matters because Washington has deepened its alliance with Morocco over Western Sahara while still needing Algerian cooperation on Sahel security and European gas supply.

North Africa’s two largest powers have not had normal relations for decades, and the gap between them shapes everything from energy routes to counterterrorism. This analysis explains why the hostility persists, what the arrests near Oran signal, and how the dispute affects US interests. The trigger is the Africa Intelligence Brief published on 14 October 2026.

A Rivalry Rooted in the Sand War

Morocco argued that parts of western Algeria had historically belonged within a broader Moroccan sphere, while Algeria defended the colonial-era boundaries it had inherited.

The Sand War was brief but it embedded a lasting security logic in both capitals. Rabat came to view Algeria as an obstacle to territorial consolidation, and Algiers treated Moroccan territorial claims as a threat to the principle of inherited African borders.

The Organization of African Unity eventually supported the principle of uti possidetis, which preserved colonial borders at independence and generally favoured Algeria’s position. Mediation contained the fighting, but the political distrust never disappeared.

Western Sahara Turned Distrust Into Confrontation

Western Sahara is the central reason the relationship keeps deteriorating. Morocco moved into much of the territory, and the Polisario Front proclaimed the Sahrawi Arab Democratic Republic and fought Moroccan forces.

Algeria became the principal regional backer and host of Polisario, including the refugee camps around Tindouf. The United Nations still treats Western Sahara as a Non-Self-Governing Territory.

The UN established the Mission for the Referendum in Western Sahara, known as MINURSO, in 1991. The referendum envisaged in the original settlement has never taken place.

Two Incompatible Principles

Morocco’s position is that Western Sahara should receive autonomy under Moroccan sovereignty, which Rabat describes as the only realistic and durable solution. Algeria and Polisario insist that Sahrawis must retain a genuine right to self-determination, including the possibility of independence.

For Morocco, the Sahara is a core national and territorial issue. For Algeria, backing decolonization and self-determination reinforces its post-independence identity and limits Moroccan regional influence.

The UN Security Council shifted its position significantly in 2025. Resolution 2797 renewed MINURSO until 31 October 2026 and made Morocco’s autonomy proposal a basis for negotiations, while retaining the language of a just, lasting and mutually acceptable settlement.

The Closed Border and the 2021 Diplomatic Break

The land border between the two countries has been closed since 1994. That closure has never been reversed.

The closure has become both a practical barrier and a political symbol. It blocks ordinary cross-border movement, limits trade and reinforces the idea that the neighbouring state is a security threat.

Algiers accused Rabat of hostile actions and cited issues including Western Sahara, Morocco’s relations with Israel and alleged support for separatist activity in Algeria.

Morocco rejected the accusations. Algeria then closed its airspace to Moroccan aircraft in 2021, and diplomatic contacts have remained minimal since.

The rupture has hardened into a security dilemma. Each government describes its own measures as defensive, while the other interprets them as preparation for pressure or subversion.

Gas Pipelines and the Energy Stakes

Energy ties once created a degree of interdependence, but the gas relationship has become another point of rivalry. The Maghreb–Europe Gas Pipeline historically carried Algerian gas through Morocco to Spain.

The pipeline’s Moroccan section was subsequently reversed so that it could carry gas from Spain into Morocco.

Algeria now relies on the Medgaz pipeline, which runs directly from Algeria to Spain. The change reduced Morocco’s transit role but did not eliminate the wider European energy implications.

For Europe, Algeria remains a major potential gas supplier because it is geographically close and connected by pipeline infrastructure. For Algeria, European demand provides revenue and geopolitical leverage.

For Morocco, access to imported gas and alternative infrastructure is important because it has no comparable domestic production base. Gas does not cause the rivalry, but it raises the cost of miscalculation for Europe.

The US Position: Morocco Ties Without an Algerian Rupture

Washington’s position is especially sensitive because the United States has deep security ties with Morocco and has increasingly supported Rabat’s diplomatic approach to Western Sahara.

That decision aligned Washington more closely with Rabat and was viewed in Algiers as a major departure from the traditional emphasis on a UN-led process. The United States also serves as the Security Council penholder on MINURSO.

In 2025, the US-backed resolution referenced Morocco’s autonomy proposal as the basis for negotiations.

For Washington, Morocco offers a long-standing defence and intelligence partner, a relatively stable North African platform, and access to Atlantic and Mediterranean security cooperation. Algeria offers different assets: a large military and security apparatus, extensive influence in the Sahel, major gas reserves and infrastructure, and a diplomatic tradition of nonalignment.

The United States therefore has an incentive to deepen its relationship with Morocco without pushing Algeria into a more confrontational position. A policy seen in Algiers as permanent US endorsement of Moroccan sovereignty could make Algeria less willing to cooperate on the UN process, regional security or energy.

Why the Oran Arrests Matter

The arrests announced near Oran in early October fit Algeria’s broader pattern of treating suspected espionage, separatism, terrorism and foreign influence as interconnected threats. Oran is a major western Algerian city, geographically close to Morocco and strategically important for transport, commerce and security.

Without a publicly established evidentiary record, the arrests should not automatically be attributed to Moroccan direction. Algeria has its own domestic security concerns, including militant networks, political dissent, illicit trafficking and foreign intelligence activity.

But the timing and geography matter politically. In an atmosphere shaped by the 2021 diplomatic rupture, the closed border, Algeria’s support for Polisario, Morocco’s expanding external backing on Western Sahara, and competing accusations of interference, even a domestic counterintelligence announcement can be interpreted as part of the bilateral conflict.

The danger is not necessarily that either government wants a conventional war. The more plausible risks are covert or deniable escalation: arrests and expulsions of alleged agents, cyberattacks and disinformation, support for rival opposition or separatist narratives, border incidents, drone or artillery incidents around Western Sahara, and pressure on commercial and energy infrastructure.

Escalation Scenarios and Restraints

A full-scale Algeria Morocco war remains unlikely, largely because both governments understand its costs. Algeria has superior conventional military depth, while Morocco has strong external partnerships, growing defence ties and diplomatic momentum over Western Sahara.

Neither side can assume a quick or low-cost victory. The more credible danger is managed hostility that becomes uncontrolled.

Western Sahara is the most vulnerable theatre. Since then, Polisario has claimed attacks against Moroccan positions, while Morocco has portrayed the territory as under control and emphasised the security of its territorial infrastructure.

MINURSO’s continued presence remains important because it provides an international mechanism for monitoring and political engagement. The UN Secretary-General’s 2026 reporting stressed that the mission remains important for preserving stability and preventing escalation.

Several developments could raise the risk: a deadly incident involving Algerian forces, Moroccan forces or Polisario; a strike near critical roads, mines, ports or energy infrastructure; a new accusation that one state is supporting separatists inside the other; Moroccan or US pressure that Algeria interprets as an attempt to close the UN process around autonomy; a breakdown in the Washington–Madrid negotiating channel; or spillover from instability in the Sahel.

The principal restraint is that the rivalry remains politically useful but economically damaging. Both governments can mobilise nationalism without wanting the consequences of open conflict.

What It Means for North Africa and Investors

The rivalry prevents the Maghreb from acting as a coherent regional bloc. It weakens regional trade and investment, coordinated migration policy, counterterrorism cooperation, energy integration, responses to Sahel instability, and transport links between the Atlantic, Mediterranean and sub-Saharan Africa.

It also divides outside powers. Morocco is increasingly integrated into Western security and investment networks, while Algeria retains strategic autonomy and stronger links with countries that oppose Western pressure.

For investors, the main issue is not simply the probability of war. It is the persistence of a high-friction operating environment where diplomatic shocks can affect airspace and logistics, energy routes can be repurposed or interrupted, sanctions or export controls could become politically relevant, infrastructure projects crossing the Maghreb face elevated political risk, Western Sahara-related investment may attract legal, reputational or diplomatic scrutiny, and defence and security spending is likely to remain structurally high.

The region’s economic opportunity remains substantial, but projects should be assessed country by country rather than on the assumption of Maghreb-wide integration. Algeria’s real GDP growth is projected at 3.8% for 2026 by the International Monetary Fund, but that figure does not capture the political friction that shapes cross-border business.

What It Means for You

For US readers, the Algeria Morocco rivalry is not a distant diplomatic quarrel. It affects the reliability of North African energy corridors that Europe depends on, and it shapes the security environment in the Sahel, where instability can reach Mediterranean and Atlantic shipping routes.

American investors with exposure to North African infrastructure, logistics, energy or defence supply chains should monitor the UN process closely. A single deadly incident near Western Sahara could trigger airspace closures, visa restrictions or asset freezes that disrupt operations without warning.

The US policy position also carries a domestic dimension. Washington’s position on Western Sahara remains a point of tension with Algeria, and any future administration will have to decide whether to reinforce that position or return to a more neutral UN-led framing.

What Is Not Known

The available official material as of October 2026 does not reliably establish the complete Algerian cabinet or every institution relevant to the rivalry. The names of the ministers of foreign affairs, national defence, energy and mines, and finance are not verified in the retrieved sources.

No official Algerian statistical-office data was retrieved for GDP, inflation, unemployment, trade, tourism or bilateral commerce. No official Bank of Algeria exchange-rate, reserves, balance-of-payments, interest-rate or monetary aggregate figure was found.

No official Algerian Ministry of Energy or Sonatrach figure was found for gas production, exports, pipeline flows or revenue specifically relevant to the rivalry. No official customs or trade-office data were provided for Algeria Morocco trade, informal commerce or border crossings.

It should not be described as a published official rule without confirmation from Morocco’s Ministry of Foreign Affairs, National Security Directorate or immigration authority.

The available results do not establish an official calendar of Algeria Morocco-related events during the six months after October 2026. No dates can safely be supplied for bilateral meetings, diplomatic initiatives, elections, energy tenders, sporting events or border-policy reviews.

What to Watch

The UN Security Council mandate for MINURSO expires on 31 October 2026. The renewal debate will reveal whether Washington maintains its current framing of Morocco’s autonomy proposal as the basis for negotiations or adjusts its language to keep Algeria engaged.

Watch for any Algerian security announcement near the western border, particularly around Oran or Tindouf, that could signal a shift from domestic counterintelligence to bilateral escalation. Also watch for any Moroccan statement on Western Sahara infrastructure, airspace or energy routes that Algeria could interpret as provocation.

The most important early indicator will be the tone of the MINURSO renewal debate in late October 2026. If Algeria participates more actively or signals willingness to engage on the autonomy framework, the risk of escalation could ease; if it boycotts or escalates rhetoric, the high-friction environment will persist.
