IMPHAL, Oct 24: Categorically stating that any demand for Separate Administration in Manipur will never see the light of day, MLA Kh Joykisan has appealed to all concerned to exempt the education sector from bandhs and blockades.
Speaking to media persons at Khoyathong Pukhri Achouba today, Joykisan said that violent attacks have been derailing the State’s return to peace and normalcy.
Violent attacks and killings occur every time there is some semblance of peace and normalcy in the State, he said.
The MLA said that there are certain elements who do want peace and normalcy in Manipur.
Commenting on the apprehensions expressed by some sections of people regarding the possibility of fragmenting Manipur, Joykisan ruled out the possibility of any autonomous territorial council in the line of Bodoland Territorial Council.
He said that he would immediately step down from being an MLA and join people’s protest movements in case there is the slightest indication of granting a Separate Administration or creating an autonomous territorial council.
Before the incumbent Government was installed, NDA MLAs of the State, particularly BJP MLAs held a meeting with Central leaders and the Central leaders assured that the territorial integrity of Manipur will remain intact and there is no question of creating any Separate Administration in Manipur, Joykisan said.
Some people have been saying that the Manipur crisis can be resolved by the Central Government if New Delhi is committed but it is not that easy.
There are many insurgent groups in Manipur fighting against the Government of India. But these insurgents are also Indians and bombs could not be dropped to wipe them out, he said.
No particular community can be wiped just because the particular community has been sustaining the communal violence, he said.
Joykisan said that 90 per cent of the State’s total population want neither communal violence nor bandhs/blockades.
Manipur is a border State and there is the possibility of external forces working to create disturbances and unrest in the State with an ulterior motive to derail India’s development and progress, he said.
Inciting unrest in Manipur is disturbing peace in India, he added.
There is also the possibility of external elements like Myanmar-based KNF(B) conspiring to sustain the Manipur violence, the MLA said.
Hailing Chief Minister Y Khemchand’s efforts to restore harmony among hill people and plain people, Joykisan said that there might be some small lapses or mistakes.
After all, no one is perfect, he added.
“We will be only ruining our future generations if we impose bandhs or blockades for days in protest”, Joykisan said. He expressed keen desire to keep the education sector out of bandhs and blockades just as emergency services and religious functions are exempted.
The MLA also appealed to all sections of people to take their anger and resentment to the Government but refrain from any activity which may harm the education of students who are the future pillars of the Nation.
He further appealed to CSOs and all sections of people to walk collectively on the path of peace.
