South Sudan’s Caretaker Minister of Cabinet Affairs, Dr. Martin Elia Lomuro, has issued a ministerial order assigning acting ministers to national ministries that currently do not have caretaker ministers.
The order, Ministerial Order No. AM-01/2026, is intended to ensure continued supervision of the affected ministries following the partial dissolution of national institutions and the establishment of the Caretaker Government.
According to the order, the assigned acting ministers will oversee their respective ministries in accordance with the Transitional Constitution, applicable laws, presidential orders and the Rules and Procedures of the Council of Ministers.
The order also directs Under-Secretaries to continue managing the day-to-day administrative and operational affairs of their ministries under the supervision of the assigned acting ministers.
It emphasizes that Under-Secretaries are civil servants, not constitutional officeholders, and therefore cannot assume or exercise constitutional powers and functions reserved for ministers.
The order further directs all concerned Under-Secretaries to recognize the authority of their assigned acting ministers, obtain official copies of the order from the Ministry of Cabinet Affairs and ensure its immediate implementation.
It warns that refusal, obstruction or failure to comply may result in administrative and disciplinary consequences under the applicable civil service laws and regulations.
The accompanying schedule identifies first and second alternates for ministries across the governance, economic and service clusters. However, several second-alternate positions remain listed as “To Be Determined” (T.B.D.).
The order takes effect from the date of signature and will remain in force until amended, revoked or superseded by a competent authority.
The supplied copy does not contain legible assignment details for the Infrastructure Cluster, and the full schedule should be checked against the signed original before publication of individual appointments.
