By Zoila Palma: The National Assembly of Belize participated in the Advanced Parliamentary Development Residency Programme (Practice & Procedure) hosted by the Commonwealth Parliamentary Association (CPA) Parliamentary Academy in St. Peter Port, Guernsey, from October 12 to 16, 2026.
Senator Brittney Galvez attended the five-day programme as a participant, while Speaker of the House of Representatives, Valerie Woods, served as one of three Caribbean parliamentarians invited to mentor participants. Woods’ invitation recognized her parliamentary experience as a Senator and Speaker, as well as her role as Chair of the CPA Small Branches Network and former Vice Chair of the CPA Women’s Parliamentary Network.
Delivered in partnership with the States of Deliberation of Guernsey, the programme aimed to strengthen parliamentarians’ performance as legislators, representatives and scrutineers. Participants engaged in simulations, role-play, individual discussions and group exercises designed to help them identify practical solutions to challenges faced in their parliamentary duties.
The programme covered legislative processes, chamber debates, parliamentary scrutiny and oversight, committee work, public outreach, education, advocacy, and the use of media and social media. Participants also took part in a parliamentary questioning masterclass, a committee exercise and a field visit to the neighbouring island of Sark to learn about its legislative assembly.
The CPA Parliamentary Academy, established in 2021, provides professional development opportunities for parliamentarians and parliamentary staff across the Commonwealth.
