ISLAMABAD – Captain (Retd) Mustansar Feroze has been appointed as Islamabad’s new Safe City chief as capital’s surveillance network is undergoing major expansion aimed at strengthening security, improving emergency response and bringing policing operations closer to modern technology standards.
Feroze, a BS-19 officer of the Police Service of Pakistan (PSP) from the 35th Common, has been appointed Director General (DG) of Safe City Islamabad following the transfer of his services from the Punjab government to Islamabad Police through an Establishment Division notification dated October 14, 2026.
Mustansar Feroze – Profile
His appointment brings an experienced police officer and former Chief Operating Officer of the Punjab Safe Cities Authority (PSCA) to the forefront of Islamabad’s efforts to modernise its security infrastructure.
The development comes as authorities pursue an ambitious plan to expand Safe City surveillance coverage to around 90 per cent, install additional cameras, extend optical fibre connectivity, establish a data centre, strengthen cybersecurity and develop a Fusion Centre to improve coordination and information-sharing.
Interior Minister Mohsin Naqvi had directed officials to complete the expansion by September 30, 2026. Approximately 85 per cent of the work was reportedly complete in August, placing the project among the major technology-driven security initiatives underway in the capital.
Feroze brings vast policing experience to the position, having joined the Police Service of Pakistan as an Assistant Superintendent of Police (ASP) in 2008 after serving as a captain in the Pakistan Army. His career spans district policing, counter-crime operations, security administration, traffic management and technology-led public safety initiatives.
He began his policing career in Islamabad, where he served as ASP Margalla Circle before moving into positions including SP CIA and SP City. His name also featured in reports surrounding the 2014 PTI sit-in, when he and then-SSP Operations Mohammad Ali Nekokara reportedly opposed the use of force against protesters. The disagreement was said to have resulted in differences with senior police leadership and Feroze’s removal from his position at the time.
Earlier, in 2010, he received the All-Round Best Trophy at the National Police Academy’s passing-out parade from then-prime minister Syed Yousaf Raza Gilani.
Feroze has served as District Police Officer in Chiniot, Bahawalpur, Bahawalnagar, Sialkot and Mianwali, gaining experience in policing across several districts of Punjab. His Lahore assignments included SP Security, SP CRO, SSP Operations on two occasions and SP Operations Model Town. In 2023, he was appointed Chief Traffic Officer Lahore, adding another major operational responsibility to his career.
His subsequent role at the Punjab Safe Cities Authority brought him closer to the use of artificial intelligence, digital surveillance and integrated technology systems for public safety.
One of key initiatives associated with Feroze’s tenure as PSCA chief operating officer was Mera Pyara, a virtual centre designed to support child safety and assist vulnerable individuals. The platform brings together helplines, welfare services and AI-enabled reporting mechanisms to help trace missing children, elderly people and persons with disabilities and reunite them with their families.
The initiative received international recognition in 2026 after being named among the Top Five Global Champion Projects in the E-Government category of the World Summit on the Information Society (WSIS) Prizes, organised by the International Telecommunication Union (ITU).
He was also associated with the Intelligent Traffic Management System, which uses AI-based tools to detect congestion, forecast traffic conditions and provide real-time information to commuters and traffic wardens. Other initiatives linked to his work included a Virtual Blood Bank collaboration and digital environmental monitoring efforts undertaken with the Punjab Environmental Protection Agency to track pollution sources. He also briefed visiting officials, including the prime minister of Azad Jammu and Kashmir, on Lahore’s Safe City operations and infrastructure.
His participation in international policing and technology events further reflected his involvement in discussions about artificial intelligence, smart-response systems and modern surveillance.
Islamabad’s Safe City project was launched around 2016 and later brought under Islamabad Police in 2019. Its latest expansion focuses on increasing surveillance coverage and strengthening the technological backbone supporting law enforcement.
