Morocco’s Authenticity and Modernity Party (PAM) has secured 11 of the 32 positions in Fatima Ezzahra El Mansouri’s new government, including finance, agriculture, justice and housing, giving the election-winning party the largest share of ministerial posts and control over several major economic portfolios.
Istiqlal follows with seven appointments, while the Socialist Union of Popular Forces (USFP) holds five posts through party figures, alongside the appointment of former member Hassan Tariq as secretary-general of the government. The Party of Progress and Socialism (PPS) has three positions, with five others going to figures outside the coalition’s party allocations.
For PAM, the biggest gains are at the ministries previously controlled by the National Rally of Independents (RNI), which has moved into opposition after five years leading the government.
Fouzi Lekjaa, recently brought into PAM’s political bureau, moves from budget minister to head of economy, finance and public performance. Khalid Hatimy takes agriculture, fisheries and food sovereignty, ending nearly two decades of RNI control over agriculture.
PAM also retains Abdellatif Ouahbi at justice, Mohamed Mehdi Bensaid at youth and culture, and Azzeddine El Midaoui at higher education. Samir Belfkih takes territorial planning, urbanism and housing, alongside the government spokesperson role.
Najwa Koukouss receives family, social development and equality, while three PAM figures take delegated ministries covering youth, housing and parliamentary relations.
Istiqlal’s seven appointments are concentrated in infrastructure, investment and commerce. Party leader Nizar Baraka retains equipment and water, now incorporating forests, while Ryad Mezzour’s industry and trade ministry expands to include investment and economic inclusion.
Abdessamad Kayouh remains transport minister, with other Istiqlal appointments covering tourism, foreign trade, vocational training and handicrafts.
The USFP takes charge of several major social portfolios, with Youns Bjijou appointed health and social protection minister and Abderrahim Chahid taking employment and social dialogue. Its other appointments cover fisheries, preschool education and administrative reform.
PPS leader Nabil Benabdallah returns to government as education minister, while Charafat Afailal takes energy, mines and sustainable development. Rachid Hamouni becomes minister delegate for social inclusion.
Several ministries remain outside the coalition’s party distribution. Abdelouafi Laftit retains interior, Nasser Bourita foreign affairs, Ahmed Toufiq Islamic affairs and Abdeltif Loudyi defense administration.
Former Competition Council president Ahmed Rahhou joins them as head of the newly established ministry of artificial intelligence, digital transformation and administrative reform.
The four governing parties hold 207 parliamentary seats, with PAM contributing 97 and Istiqlal 65, followed by USFP’s 26 and PPS’s 19.
