The Kano APC campaign committee is a 155-member advisory council that puts Governor Abba Kabir Yusuf at the head of the ruling party’s 2027 effort in northern Nigeria. It matters to US readers because it joins former rivals, state officials and Islamic scholars behind one ticket just as the opposition’s own Kano candidate is missing from the official list.
The All Progressives Congress (APC) is the party of President Bola Tinubu, and Kano is a northern state where opposition leader Rabiu Kwankwaso built his base. Here is who sits on the committee, how the state’s politics arrived here and what remains unclear.
Who Sits on the Kano APC Campaign Committee
State party chairman Umar Haruna Doguwa announced the 155-member Campaign Advisory Council on Tuesday 13 October, according to Punch, allAfrica and NigerianEye. Governor Yusuf chairs it, and Daily Trust says his deputy, Murtala Sule Garo, is vice chairman.
Former governors Ibrahim Shekarau, Abdullahi Ganduje and Kabiru Gaya are named, together with Deputy Senate President Barau Jibrin. Senators AbdulRahman Kawu Sumaila and Rufa’i Hanga, all Kano APC candidates and the state’s House of Representatives members also sit on it.
Three former military administrators of Kano, Habibu Shuaibu, Lawan Jafaru-Isa and Yakubu Bako, complete the political names reported on 14 October. The council is meant to give strategic oversight to a separate operational Campaign Directorate, whose members have not yet been announced.
Why Sheikh Pakistan and Sheikh Daurawa Are on the List
Daily Trust and Aminiya published the scholars’ names on 16 October, and Aminiya carried the announcement in Hausa. They include Sheikh Abdullahi Saleh Pakistan, the immediate past chairman of the National Hajj Commission of Nigeria (NAHCON).
Sheikh Aminu Ibrahim Daurawa, who is Commandant-General of the Kano State Hisbah Board, is also named. So are Sheikh Ali Dan Abba, a permanent commissioner at the Kano State Shariah Commission, and Sheikh Nazifi Bichi, described as a prominent scholar.
The Hisbah Board and the Shariah Commission are state bodies, so two of the names combine a public post with a party role. The reports reviewed do not say whether any of the scholars has commented or how their party role relates to those posts.
How Kano’s Politics Reached This Point
Governor Yusuf resigned from the New Nigeria People’s Party (NNPP) on Friday 23 January and joined the APC on Monday 26 January, ICIR reported. He cited internal crises and legal disputes in the NNPP.
Arise News reported that 22 state assembly members and 44 local government chairmen moved with him. At that event Ganduje said every other APC aspirant for governor had stepped aside, and Barau pledged his support.
Doguwa, a former state commissioner described by Vanguard as an ally of the governor, became party chairman at a March congress. That means the party machine, the ticket and now the campaign council all sit under the governor’s leadership.
Nigeria’s national politics are mapped in Nigeria Politics Explained, Who Holds Power in 2026, while Rabiu Kwankwaso Political Career and Kano Influence traces how Kwankwaso, now on the opposition side, built his Kano following. His running partnership with Peter Obi is explained in Nigeria Democratic Congress and the 2027 Stakes.
The Opposition Gap on the Kano Ballot List
The Nigeria Democratic Congress (NDC), the party of Obi and Kwankwaso, picked Aminu Abdussalam Gwarzo, a former deputy governor, as its Kano candidate. The electoral commission INEC left him off its final list on Saturday 10 October, which named 17 governorship candidates.
ThisDay said INEC gave no specific public reason and that the move was believed to follow a 24 September Supreme Court ruling on party membership registers. Premium Times quoted the Kano NDC as saying INEC told it the problem came from a computer and would be fixed.
In a statement dated 13 October, INEC said it had excluded parties that failed to file membership registers under that ruling and gave parties until 24 October to challenge omissions, according to Tribune and Arise. The statement as reported does not name Gwarzo or the NDC, so the two accounts remain unreconciled.
On Friday 16 October, supporters of the Kwankwasiyya movement, the following of Rabiu Kwankwaso, protested at INEC’s Kano office and handed in a petition, Daily Trust and Arise reported. Kano’s INEC commissioner, Abdu Zango, said it would go to the national headquarters and pointed to the appeal window that closes on 24 October.
The movement also alleges that an INEC staff member colluded with unauthorised people and that letters with forged signatures led to some candidate substitutions. Those allegations are the movement’s own, and the reports reviewed do not substantiate them.

What It Means for US Readers
For US investors and aid groups, the committee shows the ruling party consolidating Kano before the 16 January vote. On paper, one council under the governor reduces rival power centres in the state party, though it does not settle whether the opposition’s own candidate stays out of the race.
The opposition’s missing candidate is a legal and political risk for the NDC rather than a market event. Nothing in the reports reviewed changes security, tax or travel rules for visitors to Kano.
Travellers should follow current official guidance and avoid political gatherings, as in any northern state during a campaign. Companies with Kano operations should plan for more campaign events as 6 February approaches.
What Is Not Known
This account rests on Nigerian outlets, because no APC or state government statement was available to review. The full 155-name list was not seen, so the council’s size rests on the party’s announcement as carried by Punch, allAfrica and NigerianEye.
It is not known whether the scholars accepted their places or whether the Hisbah and Shariah Commission posts raise any conflict. The 13 October INEC statement as reported does not name Gwarzo, and the NDC’s account of a computer error is unconfirmed.
The Campaign Directorate has no named leader yet, and no independent poll of the Kano race was found. Whether INEC restores Gwarzo by 24 October, and whether the governor’s alliance with former rivals holds, is also unknown.
